At the talks with the delegation of the People's Government of Dongxing City, Fangchenggang, Guangxi (China) on some cooperation contents in border economic development held on October 27, the two sides agreed to strengthen coordination in implementing the construction of smart border gates Mong Cai (Vietnam) - Dongxing (China), developing cross-border industry cooperation zones, promoting import-export, immigration and border management activities.

Discussing the mechanism for investment promotion coordination, infrastructure connection and information sharing to serve the development of border trade economy between the two localities; contents related to promoting cross-border economic development cooperation, investment promotion coordination and progress of construction of smart border gate Mong Cai (Vietnam) - Dongxing (China), the two sides expressed their determination to expand practical and effective cooperation to build the Mong Cai (Vietnam) - Dongxing (China) border gate area into a model of modern development, connecting smoothly between the two countries.

Quang Ninh currently has 3 border economic zones with a total area of ​​over 144.75 hectares including Mong Cai, Hoanh Mo-Dong Van and Bac Phong Sinh. In particular, Mong Cai Border Economic Zone is not only a border trade center, but also an area with an important role in tourism , service and industrial development. With a modern infrastructure system such as seaports, warehouses, logistics centers and industrial parks, Mong Cai is identified as a dynamic and key area of ​​the country.

To promote the economic advantages of border gates, in recent times, Quang Ninh has implemented a breakthrough strategy in developing synchronous and modern transport infrastructure to connect border gate economic zones. The construction of highways and railways from Mong Cai to Hai Phong and Ha Long will help increase the ability to transport goods, connect areas in the province with major cities, creating a solid foundation for sustainable economic development.

Quang Ninh province also focuses on investing in strategic infrastructure projects such as transportation systems, warehouses and modern seaports, facilitating import and export activities and enhancing the competitiveness of businesses in the region. These projects, including the construction of Van Ninh General Port and warehouse systems, are helping Quang Ninh become an attractive destination for investors in the field of logistics and international trade.

In addition, Quang Ninh's investment attraction policy is also very flexible, with tax and land incentives to facilitate domestic and foreign enterprises. In particular, enterprises operating in the border economic zone enjoy many incentives such as corporate income tax exemption for the first 4 years and a 50% reduction for the next 9 years, along with incentives on land use tax and infrastructure fees. These policies have helped attract hundreds of investment projects in the region, contributing to promoting the development of industry, services and border trade.

Thanks to these moves, immigration activities through border gates and openings in Quang Ninh have maintained stability and developed strongly. The border gates, especially Mong Cai International Border Gate, recorded millions of people entering and exiting each month.

In September 2025, Quang Ninh province's border gates processed more than 732,000 entries and exits, with the entry and exit rates almost equal. This shows the stability in trade and tourism exchanges, and affirms the important role of Quang Ninh in connecting the two countries.
