Quang Ninh focuses on improving the quality of existing urban areas.

The People's Committee of Quang Ninh province recently held an online conference with 54 communes, wards, and special zones throughout the province to disseminate and implement Plan No. 272/KH-UBND dated October 21, 2025, on building and improving the quality of urban areas and residential zones. This is an important roadmap for the province to realize its goal of becoming a centrally-governed city before 2030.

Plan No. 272/KH-UBND was developed by the Provincial People's Committee to concretize the contents of the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050; the Urban and Rural System Planning for the period 2021-2030, with a vision to 2040; and at the same time, to implement the Resolution of the 16th Congress of the Quang Ninh Provincial Party Committee as well as action programs related to improving the quality of urban areas and residential areas.

According to the plan, the Quang Ninh Provincial People's Committee has clearly defined the specific tasks, solutions, and implementation roadmap, linking them to the responsibilities of each agency, unit, locality, and community throughout the province.

Speaking at the conference, the Standing Vice Chairman of the Quang Ninh Provincial People's Committee, Vu Van Dien, emphasized: Improving the quality of existing urban areas is a key task, making an important contribution to the goal of building Quang Ninh into a centrally-governed city before 2030.

In addition, the Provincial People's Committee also requested that relevant units strengthen regular supervision and inspection to ensure that activities are carried out openly, transparently, and effectively.

The Standing Vice Chairman of the Quang Ninh Provincial People's Committee also noted that the Party Secretaries and Chairmen of the People's Committees of localities should focus on directing the completion of the medium-term public investment plan for the period 2025-2030 and the public investment plan for 2026; closely adhering to the major goals and orientations outlined in the Resolution of the 16th Provincial Party Congress, term 2025-2030, Action Program No. 01-CTr/TU of the Provincial Party Committee, and Plan No. 272/KH-UBND of Quang Ninh province...

Communes, wards, and special zones throughout the province should proactively develop comprehensive plans, clearly define policies, and create development plans consistent with the overall direction. At the same time, they should review and finalize long-standing public investment projects and projects outside the budget, ensuring consistency, feasibility, and effectiveness in implementation.

Permanent Vice Chairman of the Provincial People's Committee Vu Van Dien also requested that local Party committees and authorities uphold a high sense of responsibility in performing their duties, seriously and decisively implementing assigned tasks, ensuring progress and quality. In particular, the team of cadres, civil servants, and public employees, especially the heads of Party committees and authorities at all levels, need to improve their political awareness, sense of responsibility, be closely involved with the grassroots, and be proactive and creative in organizing and implementing tasks.
