Quang Ninh focuses on improving the quality of existing urban areas.

Aiming to become a centrally-governed city before 2030, Quang Ninh province identifies improving the quality of existing urban areas as a key task and plays an important role.

The People's Committee of Quang Ninh province has just held an online conference with 54 communes, wards and special zones across the province to disseminate and implement Plan No. 272/KH-UBND dated October 21, 2025 on building and improving the quality of urban areas and residential areas. This is an important roadmap for the province to realize the goal of becoming a centrally-run city before 2030.

Plan No. 272/KH-UBND was developed by the Provincial People's Committee to specify the contents of the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050; Urban and rural system planning for the period 2021-2030, with a vision to 2040; at the same time, implementing the Resolution of the 16th Quang Ninh Provincial Party Congress as well as action programs related to improving the quality of urban areas and residential areas.

According to the plan, the People's Committee of Quang Ninh province has clearly identified specific tasks, solutions and implementation roadmap, associated with the responsibilities of each agency, unit, locality and community across the province.

Speaking at the conference, Permanent Vice Chairman of the Quang Ninh Provincial People's Committee Vu Van Dien emphasized: Improving the quality of existing urban areas is a key task, contributing significantly to the goal of building Quang Ninh into a centrally-run city before 2030.

At the Conference, Standing Vice Chairman of the Provincial People's Committee Vu Van Dien requested departments, branches, sectors and localities to urgently deploy the plan, thoroughly grasp and organize its implementation resolutely and effectively; at the same time, mobilize the participation and consensus of the people, create a vibrant and widespread emulation movement associated with improving the quality of urban areas and residential areas.

In addition, the Provincial People's Committee also requested that relevant units need to strengthen supervision and regular inspection to ensure that activities are carried out publicly, transparently and effectively.

The Standing Vice Chairman of the People's Committee of Quang Ninh province also noted that Party Secretaries and Chairmen of People's Committees of localities should focus on directing the completion of the Medium-term Public Investment Plan for the period 2025-2030 and the Public Investment Plan for 2026; closely following the major goals and orientations stated in the Resolution of the 16th Provincial Party Congress, term 2025-2030, Action Program No. 01-CTr/TU of the Provincial Party Executive Committee, and Plan No. 272/KH-UBND of Quang Ninh province...

Communes, wards and special zones in the whole province proactively develop master plans, clearly define policies and develop development plans in line with the general orientation. At the same time, review and complete long-term public investment projects and off-budget projects, ensuring consistency, feasibility and effectiveness in implementation.

Standing Vice Chairman of the Provincial People's Committee Vu Van Dien also requested local Party committees and authorities to uphold the sense of responsibility in performing public duties, seriously and resolutely implementing assigned tasks, ensuring progress and quality. In particular, the team of cadres, civil servants and public employees, especially the heads of Party committees and authorities at all levels, need to improve political awareness, sense of responsibility, be close to the grassroots, proactive and creative in organizing and implementing tasks.
