
As a unit under the Department of Health , the Quang Ninh Social Assistance Center is responsible for organizing and implementing social assistance policies for beneficiaries; providing rehabilitation, vocational training, life skills training, occupational therapy, and support for community reintegration; and providing social work services, interventions, and assistance to those being cared for at the Center as well as those in need in the community. In addition, the Center mobilizes resources from within and outside the province to improve the quality of protection and care for children and vulnerable people.
According to Ms. Vu Thi Thuc (Deputy Director in charge of the Quang Ninh Social Assistance Center), after the merger, the unit quickly stabilized its organizational structure and personnel. The Center currently has 7 specialized departments with a staff of 129 officers and employees, arranged according to the Job Position Scheme and the Autonomy Scheme approved by the Provincial People's Committee. The merger has resulted in a more streamlined organizational structure, rational personnel allocation, and contributed to more effective and humane service to the people.

With a streamlined organizational structure and rationally allocated personnel, the Center's professional activities continue to be implemented synchronously. In the field of child care, the Center is currently caring for 89 children under social protection programs, such as orphans, abandoned children, children with severe or extremely severe disabilities, or children infected with HIV. Beyond meeting their basic needs for food and shelter, the Center places special emphasis on education and career guidance. This year, three children who completed college, university, or vocational training programs have received support from the Center in finding employment. Regular health care is maintained, combined with the organization of life skills and sports activities to enhance physical fitness and equip children with safety skills.
Emergency intervention and support activities continue to be effective. Since the beginning of the year, the Center has supported 26 cases, including arranging temporary shelter for 3 cases and providing community support for 23 cases; 22 cases have completed intervention, and 4 cases are still under monitoring. The Center also maintains a free psychological therapy model for children with autism and mental disorders, with 48 children currently receiving therapy. The 18001769 hotline has received nearly 3,000 calls, focusing on psychological issues, gender equality, legal matters, and social work services.

For the elderly, people with disabilities, and those requiring long-term assistance, the Center is currently caring for and assisting 157 individuals. Beyond providing daily living care, the unit organizes diverse activities including rehabilitation, occupational therapy, and regular mental health activities; maintains regular newspaper readings, current affairs briefings, and themed group activities; and organizes excursions, social events, and psychological counseling for those with complex psychological issues. Based on accumulated experience, the Center is researching the possibility of implementing voluntary elderly care services in short-term or full-time formats in the near future, to meet the growing needs of families in the province.
Efforts to mobilize resources through social contributions continue to be emphasized. Since the beginning of the year, the Children's Protection Fund under the Center has raised 1.9 billion VND, with the participation of 200 organizations and businesses; providing various forms of direct support including cash, in-kind donations, scholarships, and school supplies… to help disadvantaged children stabilize their lives. In the field of social protection, charitable fundraising activities have raised over 250 million VND, contributing to improving care and organizing activities for beneficiaries.
The Quang Ninh Social Assistance Center has only been in operation for over a month, but initial results show that the merger model is proving effective. Streamlining the organizational structure and unifying management responsibilities has helped to ensure that assistance services are implemented more synchronously and promptly.
