
In Dong Trieu ward, there are currently two centralized water supply stations under the Pfor Program, managed by the Center for Rural Water Supply and Environmental Sanitation (Department of Agriculture and Environment). Each facility has a capacity of 2,000 m³/day, providing water for more than 4,000 households in the ward.
However, currently, using water from these facilities faces many difficulties. The pipeline system, although invested in a long time ago, has received little maintenance and repair; many sections of the pipes are damaged or leaking and have not been repaired in a timely manner. As a result, water pressure is weak, and the water supply is unstable, especially during peak hours or in areas at the end of the supply line. Mr. Nguyen Van Quyet (Ben Trieu area) said: "At times, the water flow is very weak. We hope that the authorities will soon inspect and repair the pipeline system and ensure a stable water supply for the people."

Because the projects were invested in before 2010, the low water selling price has resulted in insufficient funds for regular repairs, maintenance, and upkeep, while the demand for clean water is constantly increasing. Furthermore, the management model of the Rural Water Supply and Sanitation Center is no longer suitable and, according to the province's policy, will be dissolved. Therefore, the handover of assets from centralized water supply projects invested in by the Pfor Program is facing many difficulties.
In accordance with Decision No. 490/QD-UBND (dated February 26, 2025) of the Provincial People's Committee on the transfer of clean water infrastructure assets, the clean water infrastructure assets are transferred from the Rural Water Supply and Sanitation Center to the Dong Trieu Ward People's Committee for management.

Accordingly, from October 10, 2025, Dong Trieu ward actively coordinated with the Department of Agriculture and Environment to organize the handover of centralized rural domestic water supply stations as directed by the Provincial People's Committee. At the same time, it strengthened propaganda and mobilization efforts to encourage people to use hygienic water sources, increasing the percentage of people using clean water in the area, contributing to achieving the goal of ensuring a stable supply of clean water for over 99% of urban residents and over 85% of rural residents by 2030, meeting standards and preventing water shortages.
Ms. Nguyen Thi Bich Lien, Vice Chairwoman of the People's Council of Dong Trieu Ward, said that the locality has submitted a request to the Provincial People's Committee. Directing relevant departments and agencies to continue paying attention to and guiding localities in operating clean water supply facilities to ensure continuous and uninterrupted operation, thereby not affecting people's lives. Guiding localities in resolving difficulties and obstacles in the process of receiving and operating the facilities, such as developing clean water pricing plans and legal land documents… At the same time, paying attention to investing in, repairing, and upgrading centralized water supply facilities and providing financial support to localities to ensure stable and efficient operation.

The handover, management, and upgrading of centralized water supply systems in Dong Trieu ward is an urgent requirement to ensure a stable supply of clean water. To achieve this goal, close coordination between relevant departments, agencies, and local authorities is needed to overcome difficulties, mobilize investment resources, and gradually improve the water supply system, contributing to a better quality of life and sustainable development for the locality.
