The dissemination and implementation of the Resolution on integration was carried out systematically, with conferences, training courses, and communication programs targeting various groups. A highlight was on September 16, 2025, when the Provincial Party Secretary chaired a nationwide online conference at the Quang Ninh provincial headquarters, along with provincial Party and government leaders and over 14,500 cadres and Party members throughout the province, to disseminate and implement four Politburo resolutions, including Resolution No. 59-NQ/TW dated January 24, 2025, on international integration in the new context.

Regarding external communication and image promotion, Quang Ninh has signed cooperation agreements with over 30 central press agencies. At the same time, the province is also focusing on providing documents and images and strengthening communication activities on digital platforms; through which, the province's information reaches nearly one million individual Zalo accounts following the Quang Ninh provincial e-government Zalo account and more than 11,000 official email accounts; fan pages are continuously updated, averaging about 5 news items per day.
The province also publishes and distributes the "Quang Ninh Province Investment Promotion Newsletter" in bilingual Vietnamese-English. Notably, Quang Ninh Newspaper and Radio & Television collaborate with Guangxi Radio & Television (China) to publish the Hoa Sen Special Issue in bilingual Vietnamese-Chinese; and cooperates to exchange news and articles with foreign media outlets such as Guangxi Radio & Television, Guangxi Daily Media Group (China); and Gangwon Radio & Television (Korea)... Through these efforts, the province's image is strongly promoted to the international community.
In addition, the province has established a mechanism for monitoring and reporting on foreign affairs information at a high frequency (over 60 monthly reports, 230 weekly reports, 1,000 daily reports, and 100 thematic reports on foreign affairs information). This demonstrates the scale, intensity, and professionalism of its propaganda work, helping to enhance Quang Ninh's image on the international stage.
The province also pays special attention to the reception and hosting of international delegations, foreign investors visiting and working in Quang Ninh, and the management of foreign journalists and media. In 2025, Quang Ninh hosted and coordinated the reception of 39 delegations with 1,011 international delegates, including many high-ranking political figures such as the President of Hungary, the King and Queen of Belgium, and the King and Queen of Bhutan… These events served as both diplomatic opportunities and chances to promote friendly relations and potential cooperation with foreign partners.

The province also received and permitted 14 delegations of foreign journalists (92 journalists in total) to conduct journalistic activities in the province, while strictly implementing management, licensing, and guidance on external communication. The reception and organization of meetings with international delegations created a channel for connecting and introducing cooperation needs and investment and trade promotion results to international partners.
Beyond mere promotion, Quang Ninh's communication efforts have been closely linked to supporting businesses in their integration into the global market. Departments and agencies have actively provided market information, disseminated FTA regulations, and conducted training on rules of origin and trade defense measures. They have also organized trade promotion programs and supported businesses in accessing new markets. These in-depth and timely communication activities regarding policies and markets have contributed to helping local businesses effectively utilize the benefits of the agreements and enhance their competitiveness internationally.
The province continues to prioritize cultural and tourism promotion and people-to-people diplomacy. Quang Ninh leverages its natural heritage, world cultural heritage, and international events to showcase its local identity and attract tourists and partners. Cultural exchanges, participation in international forums and fairs, and the use of OCOP products as diplomatic gifts have helped expand cooperation and contribute to making Quang Ninh an attractive destination for international visitors. In the first 10 months of 2025, the province welcomed 18.43 million tourists, including 3.66 million international visitors, with tourism revenue estimated at 48,362 billion VND.
These efforts demonstrate that propaganda has become a strategic tool, directly serving the province's goal of international integration.
