Quang Ninh province aims to achieve a GRDP growth rate of 12.5% in 2026, creating a solid foundation for the next five years with the orientation of becoming a centrally-governed city.
At the year-end session of the Quang Ninh Provincial People's Council on December 15th, solutions for socio-economic development in 2026 were thoroughly discussed and analyzed. Many opinions highly appreciated the results achieved by the province in 2025 and the entire 2021-2025 period amidst numerous difficulties and challenges. However, despite achieving the highest GRDP growth rate in the country (11.89%), Quang Ninh still did not meet the set plan for 2025, with the industrial-construction sector, services, and product taxes all falling short of targets; disbursement of public investment capital was still slow; and there were limitations in investment preparation, land clearance, and the progress of key projects.

Delegates of the Quang Ninh Provincial People's Council discussed and thoroughly analyzed the draft resolutions on socio-economic development for the coming year.
To implement the tasks for the 2026-2030 period, Quang Ninh province has set the theme for 2026 as "Breakthrough in economic growth; improving urban quality, and soon achieving the criteria of a centrally-governed city." Mr. Hoang Ba Nam, Secretary of the Party Committee and Chairman of the People's Council of Ha Long ward, suggested that attention should be paid to the development of the private economy. In the coming period, this will be a potential area to help the province achieve higher growth, therefore, support is needed to strongly develop private enterprises and production and business households... "Another issue is to strengthen social investment, especially private investment, continue to strongly improve the investment and business environment, reform administration, and especially resolve difficulties of projects, especially projects that create development and spillover effects," Mr. Nam affirmed.
In 2026, Quang Ninh province has set many record-breaking targets compared to the previous period: Gross Regional Domestic Product (GRDP) growth rate reaching 12.5%; GRDP per capita reaching over US$11,800; the proportion of the digital economy in GRDP reaching over 12%; total state budget revenue reaching over VND 74,000 billion; private sector contribution to GRDP reaching 40% or more… some key areas include attracting new-generation, large-scale, high-tech FDI capital, especially in processing, manufacturing, electronics, semiconductors, and artificial intelligence; attracting 22 million tourists, including 5.2 million international tourists; implementing the pilot project of smart border gates at Mong Cai (Vietnam) - Dongxing (China), and promoting the development of the Mong Cai - Dongxing cross-border industrial cooperation zone. Complete and implement the pilot project on special mechanisms and policies for the Van Don Special Economic Zone…

Quang Ninh province is focusing on innovating its growth model and revitalizing traditional growth drivers.
Regarding the three strategic breakthroughs, the emphasis is on innovation in digital transformation infrastructure, including the construction of a concentrated digital technology park in Tuan Chau ward; the development of transportation infrastructure, economic zones, industrial parks, seaports, and key railway projects. Establishing a new growth model, Quang Ninh will also effectively exploit new development spaces, improve urban quality, and soon achieve the criteria of a centrally-governed city, alongside tasks related to cultural development, human resources, social welfare, national defense, security, and foreign relations.

To accomplish these breakthrough tasks, many delegates of the Quang Ninh Provincial People's Council emphasized the solution of improving the capacity of officials to perform their duties, especially after the implementation of the two-tiered local government system. Ms. Bui Thi Huong, Secretary of the Party Committee and Chairwoman of the People's Council of Tuan Chau Ward, suggested that in 2026, focus should be placed on solutions related to building a clear and transparent legal framework.
Ms. Huong clarified: "Specifically, this involves building processes for handling work and administrative procedures related to citizens and businesses, especially at the commune level after the transfer of tasks from the district and authorization from the provincial level. Secondly, it involves perfecting the mechanism for evaluating work performance based on results. Thirdly, it involves strengthening training and capacity building for public service, especially in knowledge, skills, and attitudes towards serving the people and businesses."
