
On the afternoon of December 16th, Prime Minister Pham Minh Chinh, Vice Chairman of the National Assembly Vu Hong Thanh, and Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi chaired the plenary session of the Vietnam Economic Forum 2025, Outlook 2026 (VEPF) with the theme "Vietnam's economy develops rapidly, sustainably, and undergoes a green transformation in the digital age".
The forum attracted over 500 delegates attending in person and more than 1,000 delegates online at 34 locations nationwide.
The Ha Tinh branch of the meeting was chaired by the Chairman of the Provincial People's Committee, Phan Thien Dinh, and the Vice Chairman of the Provincial People's Committee, Nguyen Thi Nguyet. Also in attendance were leaders from several departments, agencies, and businesses in the province.

In his opening remarks, Head of the Central Committee's Policy and Strategy Department Nguyen Thanh Nghi emphasized: In 2025, Vietnam's economy will achieve many outstanding achievements, with strong economic growth projected to exceed 8% for the whole year, placing it among the fastest-growing economies in the world; while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.

Achieving the target of an average economic growth rate of 10% or higher during the 2026-2030 period is a major challenge and requires high demands. It necessitates shaping a development mindset, establishing a new growth model, and creating new growth drivers linked to science and technology, innovation, digital transformation, and green transformation. Simultaneously, it requires decisive and effective implementation solutions to revitalize traditional growth drivers.
At the forum, the presentations analyzed fundamental and core information about the Vietnamese economy in 2025; assessments of the international context, analysis of Vietnam's advantages, and thereby identified opportunities and challenges for the Vietnamese economy.
The discussions also highlighted urgent requirements that Vietnam must address regarding policy mechanisms, financial resources, application capacity, scientific and technological development, and the investment and development management capabilities of economic entities, especially domestic enterprises.

The panel discussion at the forum, themed "Proposing solutions to realize the goal of rapid, sustainable growth and green transformation in the digital era, 2026-2030, with a vision to 2045," also recorded many opinions from leaders of corporations, businesses, associations, and experts from both domestic and international backgrounds.

Opinions suggest that focus should be placed on quickly institutionalizing and concretizing mechanisms and policies from major resolutions that have been issued; at the same time, creating new mechanisms to promote the expansion of investment and development opportunities for businesses and investors.

In his keynote address at the Forum, Prime Minister Pham Minh Chinh affirmed the significant achievements that Vietnam has made in 2025, while analyzing and clarifying forecasts on the global and domestic economic situation and context in 2026, highlighting the intertwined opportunities and challenges.

The Prime Minister emphasized that the goal for 2026 and subsequent years is to promote rapid and sustainable development based on a dual transformation, linking greening with digitalization; striving to achieve double-digit growth while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances; and enhancing the resilience and competitiveness of the economy.
Accordingly, it is necessary to strengthen analytical and forecasting capabilities, proactively, flexibly, and promptly respond to external fluctuations. Continue to promote strategic breakthroughs, especially in institutional reform, human resource development, and the construction of a synchronous and modern infrastructure system; ensuring a transparent institutional framework and smooth infrastructure. At the same time, renew traditional growth drivers and create breakthroughs in new growth drivers, promoting the development of the digital economy, green economy, and circular economy.
The Prime Minister also affirmed the viewpoint that stability is an "impregnable fortress"; rapid and sustainable development is an unstoppable driving force; the prosperity, freedom, well-being, and happiness of the people are the highest goals; and social progress, equity, and social security will not be sacrificed in pursuit of mere growth.
In 2025, Ha Tinh's economic growth is estimated at 8.78%; of which the industrial and construction sector is estimated to increase by 12.73%, the agriculture, forestry and fisheries sector is estimated to decrease by 1.29%, the service sector is estimated to increase by 8.02%, and product taxes less product subsidies are estimated to increase by 6.49%.
In 2026, the province aims for a growth rate of 10% or higher, with industry identified as the leading, key economic sector and the main driver of growth.
To achieve its goals, Ha Tinh will focus on implementing the Resolutions of the Party Congresses at all levels for the 2025-2030 term, the 5-year socio-economic development plan for the 2026-2030 period; boosting industrial production; maintaining stable agricultural production and building new rural areas; enhancing the competitiveness of tourism, trade, and services; accelerating the disbursement of public investment capital, strengthening effective management of budget revenue and expenditure, and credit; and continuing to attract investment and develop enterprises and the collective economy.
