Quang Ninh arranges health system according to 2-level local government model

On October 27, the Department of Health of Quang Ninh province implemented the work of rearranging the health system according to the 2-level local government model. This is a concrete activity to realize the Plan of the People's Committee of Quang Ninh province on streamlining the organizational apparatus and rearranging public service units throughout the province.

Quang Ninh is the pioneer province nationwide in implementing the restructuring of the health system based on the perspective of comprehensive restructuring, ensuring a streamlined apparatus and modern management, helping people receive timely, fair, quality and effective health care right from the grassroots level.

At the conference, Director of Quang Ninh Department of Health Nguyen Trong Dien affirmed that the implementation of the rearrangement of the health system according to the 2-level local government model is not only an administrative adjustment but also a scientifically based transformation, based on the summary of many years of operational practices and meeting development requirements in the new period.

"It can be said that this health care organization arrangement not only solves immediate problems but also opens a sustainable foundation for the future. It is a streamlined, effective, economical, and modern health care system that operates properly and aims at the highest goal of providing people with fair, quality, and safe health care," Mr. Dien emphasized.

At the conference, Mr. Nguyen Xuan Tinh - Chief of Office of Quang Ninh Department of Health announced decisions on the establishment and reorganization of regional health stations and general hospitals, and also announced decisions on personnel work related to the arrangement and consolidation of the personnel apparatus after the merger.

Accordingly, Ha Long General Hospital will be merged into Quang Ninh Provincial General Hospital; the Mental Support Center will be merged into the Mental Health Protection Hospital to form the Mental Health Hospital.

Quang Ninh reorganized 13 Medical Centers into 5 regional general hospitals in Dong Trieu, Quang Yen, Van Don, Tien Yen and Mong Cai, and merged 3 units: Social Work Center, Social Protection Center and Child Protection and Care Facility in Special Circumstances into Quang Ninh Social Assistance Center; Lung Hospital under the Department of Health was organized on the basis of merging Ha Long Medical Center; new medical stations were organized into 55 medical stations and 92 stations on the basis of reorganizing 171 old medical stations, of which 26 stations were no longer suitable in terms of population size or location and were stopped operating.

On the basis of reorganization, the Quang Ninh health system is also restructured in the direction of clearly defining the two areas of prevention and treatment, improving the capacity of grassroots health care according to the general policy of the national health sector.

With the transfer of reserve human resources from health centers to health stations, immediately after the arrangement, the ratio of doctors at health stations reached 4-6 doctors/station, completed 2 years earlier than the national average (by 2027, the whole country will reach 4-6 doctors/station). Thanks to that, health stations are basically capable of performing primary medical examination and treatment, managing people's health and implementing preventive health programs in the community.

According to the new structure, in the first phase, health stations will be directly managed by the Department of Health, without any administrative intermediary layer, in line with the spirit of the 2-level government model. The vertical management model helps to unify expertise, technical processes and monitor service quality. After the complete arrangement, the health stations with sufficient capacity will be transferred to the People's Committees of communes, wards and administrative special zones.

Hospitals are reorganized according to the regional model. In addition to provincial hospitals and specialized hospitals, Quang Ninh will have 5 regional general hospitals spread across 5 areas in the province, providing both general medical examination and treatment and professional support for commune-level hospitals, contributing to reducing the load on upper-level hospitals and promoting the effectiveness of facilities and human resources.

Director of Quang Ninh Department of Health Nguyen Trong Dien acknowledged and highly appreciated the efforts of the entire industry in proactively preparing and coordinating the synchronous implementation of system arrangement steps and requested that after receiving the decision, units must urgently develop action plans, clearly assign responsibilities, deadlines, output products and periodically report progress so that the Department of Health can monitor, urge and promptly remove difficulties.

Mr. Dien also hopes that each newly appointed leader today needs to quickly get to work, demonstrate a leading role, inspire and lead the collective to carry out tasks with a determined, exemplary and impartial spirit.

The announced medical units also expressed their determination to fulfill their tasks well, improve the quality of medical examination and treatment, and meet the requirements of serving the people in the context of innovation in management models./.
