Nat Son commune was established by merging four communes: Xuan Thuy, Binh Son, Hung Son, and Du Sang. Since implementing the two-tiered local government model, the commune has received 146 land transaction applications. Of these, 26 applications that met the legal requirements for new land use certificates have been processed and issued.
Mr. Bui Van Hoan from Khoai hamlet, representing the households receiving the land use right certificate, expressed: "Previously, to get a land use right certificate, it took a whole morning to go to the district to submit the application, then wait for it to be transferred to the commune for surveying and verification. The multi-layered process caused a long processing time, in some cases up to 45-60 days. Now, I only need to go to the commune. When I went to complete the procedures, I received dedicated, thorough, and specific guidance from the officials, and I received my land use right certificate in just under 20 days. Receiving the certificate not only affirms the legal rights of the people but also creates confidence and motivation for us to confidently develop the economy and work together to build a more prosperous and beautiful homeland."

Comrade Le Thi Hai Yen – Chairwoman of the People's Committee of Nat Son Commune – stated: Granting the commune the authority to issue, sign, or certify land documents is a significant step in administrative reform. While issuing initial land use right certificates to citizens still presents many challenges, the People's Committee of the commune has received and processed all administrative procedures openly, transparently, and within the stipulated timeframe. Issuing land use right certificates is one of the most difficult tasks that the newly established commune government has undertaken. Previously, this was under the authority of the district level, but now it has been decentralized to the commune and ward levels. The workload is immense, but with the motto of putting the people at the center, the commune's staff is determined to serve wholeheartedly. This is the starting point and also the foundation for the leadership and all commune officials to strive to serve the people better.
A new shift in land management.
In communes and wards throughout the province, to ensure the smooth and efficient processing of land registration documents, the Department of Agriculture and Environment has directed the Provincial Land Registration Office to proactively coordinate with branch offices and commune-level People's Committees to allocate personnel, technical infrastructure, and standardize implementation procedures.
Previously, for land registration documents, the commune level only considered the origin of land use and guided people to submit them to the district level. Now, the authority of communes and wards has been expanded to include the issuance of initial land ownership certificates ("red books"). Within 5 days of receiving the application, the land cadastral officer will survey the map and transfer it to the commune/ward economic department, which will then request the land management office to process it further. The total time for delivering the results is 17 working days as stipulated.
Currently, commune-level People's Committees are authorized to handle 14 procedures related to land matters. Many of these procedures were previously under the jurisdiction of the district level, such as: initial issuance and renewal of land use certificates; registration of land use changes; land parcel division and consolidation; and land use conversion. Now, these procedures are received and processed directly at the commune/ward level, saving citizens the need to travel long distances. This demonstrates to the people that the implementation of public administrative services at the commune/ward level represents a new and more convenient step forward.
According to assessments, the process of receiving and handling land-related documents at the commune level, under the two-tiered local government model, has proceeded smoothly. To better serve the people, all 146 communes and wards in the province have established Public Administrative Service Centers in convenient locations, equipped them with additional computers, strengthened their staff, and provided training in public service skills. Simultaneously, they have coordinated with telecommunications companies to ensure the stable operation of electronic administrative software, provide technical support, and be ready to handle any arising situations.

Based on the feedback and assessments of many citizens, the addition of administrative procedures at the commune-level Public Administrative Service Center, especially the procedure for issuing land ownership certificates for the first time, helps shorten processing times, reduce paperwork, and facilitate land-related transactions. This clearly demonstrates the policy of streamlining the administrative apparatus to serve the people more effectively. However, citizens hope that land management activities will remain efficient and ensure transparency and openness.
Box: According to new regulations, from July 1, 2025, the Chairman of the People's Committee at the commune level has the authority to issue the first-time land use right certificate to individuals. In addition, the People's Committee at the commune level also has the authority to reissue lost land use right certificates, correct information due to errors, and revoke certificates issued in violation of regulations...
