Maximizing the effectiveness of support resources.
In 2025, Tan An commune was allocated a total of over 1 billion VND from the National Target Program for Sustainable Poverty Reduction. Using this funding, the commune's People's Committee conducted a public review to ensure that the beneficiaries received the funds correctly, preventing duplication or omissions. The focus was on supporting poor and near-poor households with suitable production seeds to develop appropriate economic models. The implementation process was always accompanied by technical guidance, close monitoring, and timely resolution of difficulties to maximize effectiveness.
We believe that poverty reduction must be substantive, not driven by a pursuit of achievements. The commune focuses on carefully reviewing each case, selecting models suitable to the conditions of each household, and strengthening inspection and supervision to ensure that funds are used for the right purpose and yield long-term results.

Along with livelihood support, the local government has been aggressively implementing a program to eliminate temporary and dilapidated houses. Last year, the commune completed 82 houses to support households facing housing difficulties. These new homes not only help people "settle down" but also create a solid foundation for them to confidently develop their family's economy.
Providing livelihoods - instilling confidence to strive for success.
Dinh Cu hamlet is one of the areas that has clearly benefited from the poverty reduction programs of Tan An commune. Here, many households have gradually improved their lives thanks to timely and appropriate support.
Mr. Huynh Thanh Son's family used to be classified as poor, their lives mainly dependent on hired labor. After a serious illness, he was no longer able to work as a laborer, so he switched to driving a motorbike taxi to make a living. His wife, Ms. Lam Thi Ut, sells lottery tickets in the area to supplement their income. Last year, his family received 80 million VND in support to build a house. Mr. Son shared: "Before, our house was very dilapidated, and we were worried about the rain and wind, unable to sleep. Now that we have a sturdy house, our spirits are lifted, and my wife and I will try our best to work hard so as not to disappoint the government's concern."

Besides providing housing support, Tan An commune also implements livelihood models suitable to local conditions. In November 2025, Mr. Tran Van Binh, 59 years old, formerly a poor household in Dinh Cu hamlet, received support in the form of 6 breeding mink to develop a farming model. This model has investment costs suitable for the family's caregiving conditions. Mr. Binh shared: "I live alone and have limited health, so I chose to raise mink because they are easy to care for. With the support of breeding stock and technical guidance from the local authorities, I will try my best to take good care of them to earn more income and stabilize my life."
According to Mr. Nguyen Truong Giang, Head of Dinh Cu Hamlet, five households in the hamlet are benefiting from the mink farming model, with each household receiving six breeding animals. “We regularly coordinate with professional staff to monitor, provide technical support, and remind people to follow the correct care procedures. If the model proves highly effective, the hamlet will propose expanding it to create additional livelihoods for other disadvantaged households,” Mr. Giang said.

When policies are implemented effectively, and people are given the "tools to fish" instead of just receiving short-term support, the results will be more sustainable. Many households, after receiving support, have changed their mindset, boldly transformed their production models, and proactively sought suitable ways to increase their income.
Furthermore, Tan An commune integrates the sustainable poverty reduction program with the new rural development program, job creation, vocational training, healthcare, and education . Therefore, poverty reduction is not limited to income criteria but aims at comprehensively improving the living conditions of the people.
Building on its achievements, Tan An commune aims to reduce the number of poor households by at least 5 and near-poor households by 20 in 2026, according to the multidimensional poverty standard. The commune recognizes that sustainable poverty reduction is a long journey requiring perseverance and flexibility in implementation. From effectively utilizing capital and providing targeted support to offering suitable livelihoods and fostering self-reliance among the people, Tan An commune is striving to ensure that its residents not only escape poverty but also have the conditions to achieve stable development, contributing to the increasingly prosperous development of their homeland.
