Many noteworthy results have been achieved at the grassroots level.
Implementing the National Target Program for Sustainable Poverty Reduction in the 2021-2025 period, Hoanh Bo ward and Quang La commune have both recorded significant transformations, becoming shining examples in the locality in social welfare work. Reports at the meeting showed that Hoanh Bo ward had achieved the goal of eliminating all poor and near-poor households as early as January 2023. This achievement not only reflects the decisive and coordinated involvement of the entire political system at the grassroots level but also demonstrates the practical effectiveness of humane policies implemented extensively in each residential area over the past years.

To achieve these remarkable results, during the 2021-2025 period, Hoanh Bo ward proactively implemented a comprehensive range of social welfare policies tailored to the practical needs of its residents. One notable achievement is the issuance of health insurance cards to 100% of poor and near-poor households, providing a solid foundation for vulnerable individuals to confidently access healthcare. In addition, the ward government provided timely educational support to 382 students and assisted in building and repairing houses for 11 families, helping them realize their dream of stable housing and employment. To create sustainable livelihoods, the ward actively implemented policy credit programs with outstanding loans exceeding 6.4 billion VND, giving residents the opportunity to become self-reliant and develop their economy .
For Quang La commune, the story of poverty reduction presents unique characteristics and challenges, as it is a mountainous area with over 72% of its population being ethnic minorities. Despite the natural conditions and the challenging socio-economic starting point, the locality has achieved very positive results in poverty reduction through persistent efforts. Thanks to these continuous efforts, Quang La commune officially eliminated poverty in 2022. Building on this success, the commune has strived to achieve the goal of eliminating near-poor households by 2024 according to the current multidimensional poverty standard, marking a historical milestone in the socio-economic development of this mountainous commune.
During the period 2021-2025, Quang La effectively mobilized and utilized resources to support the construction and repair of 14 houses for families in extremely difficult circumstances. Education policies were also given special attention, supporting over 2,500 students with funding exceeding 4.69 billion VND, paving the way for the future of children in the mountainous region. In particular, the close monitoring of the situation and the effective implementation of policy credit funds, with a total outstanding loan balance of over 56.2 billion VND, has become a crucial financial leverage, directly helping ethnic minority communities in Quang La to innovate their production thinking and achieve sustainable poverty alleviation.
Proactively identify challenges to maintain tangible achievements.
Besides reporting on outstanding achievements, at the working session with the Standing Committee of the Provincial People's Council, leaders of the two localities also frankly raised some existing difficulties. Among them, the issue that most concerns local authorities is the persistent risk of re-poverty for vulnerable groups when facing unforeseen events. Furthermore, the resources mobilized from society for reinvestment in social welfare at the grassroots level remain quite limited and do not adequately meet practical needs. Particularly in ethnic minority areas, transportation infrastructure and basic living conditions for the people still face many difficulties, requiring strategic joint efforts to address these issues in the future.

Based on objective observations of local realities, localities promptly submitted specific recommendations to the Provincial People's Council's Supervisory Delegation. The focus of these recommendations was to propose that higher authorities continue to implement diverse, flexible, and realistic livelihood support policies that align with the needs and capabilities of the people. Furthermore, localities earnestly hoped that the province would continue to prioritize investment in improving infrastructure and enhancing the quality of basic social welfare services. These are considered key factors in creating a comprehensive development environment, thereby maintaining the sustainable poverty reduction achievements that localities have diligently built over many years.
On behalf of the Supervisory Delegation, Vice Chairman of the Provincial People's Council Nghiem Xuan Cuong, Head of the Supervisory Delegation, acknowledged and highly appreciated the comprehensive results achieved by Hoanh Bo ward and Quang La commune in implementing the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025. He also emphasized that the localities' efforts to achieve breakthroughs and complete the goal of eliminating poor and near-poor households early clearly demonstrate the determination of the entire political system, along with the consensus and self-improvement efforts of the local people.

Orienting key tasks for the next phase, Vice Chairman of the Provincial People's Council Nghiem Xuan Cuong requested that localities continue to proactively review groups at risk of falling back into poverty in their areas to develop timely support plans. The grassroots political system needs to focus its efforts on improving the material and spiritual quality of life for the people, with particular priority and close attention to ethnic minorities and vulnerable households. This is the core foundation for achieving the ultimate goal of maintaining poverty reduction results in the most substantive and sustainable way in the new development phase.
