On May 22nd, the Chief of the Central Party Office, Nguyen Hai Ninh, signed and issued Notice No. 64-TB/VPTW announcing the conclusions of General Secretary and President To Lam at a working session with several agencies regarding the implementation of Directive No. 34-CT/TW of the Party Central Committee on social housing and the orientation for housing development in the coming period.

General Secretary and President To Lam emphasized that the development orientation for social housing in particular and housing in general in the coming period needs to focus on several key areas.

Firstly, it is essential to uphold the view that the right to legal housing is a fundamental right of citizens, and access to safe and affordable housing is a measure of social progress, creating a foundation for stable and sustainable social development and enhancing public confidence.

Housing development orientation is an important content in urban and rural development strategies and plans, contributing to ensuring social welfare, urban and rural security, improving labor productivity, and ensuring the healthy development of the real estate market.

The government has a housing development policy aimed at ensuring that everyone has a place to live.

Secondly, housing development in the coming period should follow a market mechanism with effective guidance and management from the State.

The state does not subsidize housing, but it also does not completely leave it to the market to regulate itself. The state plays a facilitating role through the development of institutions, policies, and planning to ensure a healthy and transparent market, with businesses participating in construction and operation with reasonable profits, and people having access to stable, safe, and affordable housing.

Thirdly, in addition to housing for sale, priority should be given to developing rental housing, especially rental apartment buildings in large cities, industrial zones, economic zones, dynamic regions, and important economic corridors.

Housing development must be considered within a comprehensive and integrated framework of institutions and policies, involving inter-sectoral, inter-level, and inter-regional approaches, linked to urban planning, land use planning, industrial park development planning, public transportation, labor market, and population management.

Review the current housing classification system and research the orientation for housing development classification into four groups (commercial housing, rental housing, public housing, and policy housing) to determine corresponding mechanisms and policies, including state policies to support prices and provide free housing for certain groups.

Amendments and additions to the Housing Law and the Real Estate Business Law will be submitted to the National Assembly for approval in 2026.

Fourth, we propose that the Party Committee of the Government direct the following: research and development of appropriate land and credit policies to rapidly develop the rental housing market at reasonable prices, encouraging the participation of the private sector.

Urgently define regulations and standards for each housing group according to the new model; simplify housing development procedures through a one-stop, one-point-of-action mechanism and a standardized process.

Procedures related to investment, planning, land allocation, construction permits, and access to preferential credit must be streamlined, ensuring convenience, clear deadlines, and individual accountability.

Local authorities should review land resources and finalize planning; in particular, housing planning in all segments must be linked to the planning of technical infrastructure, essential social services, cultural institutions, health care, education, etc., primarily in urban areas, economic zones, industrial zones, high-tech zones, and rapidly urbanizing areas; proactively clear land and prepare clean land for the development of rental housing.

Strictly and transparently control cases eligible for preferential housing policies, preventing policy abuse; control and prevent housing speculation.

Enhance the application of digital technology and data in housing development management and real estate business.

Fifthly, the Party Committee of the Government is tasked with researching and developing housing development policies based on a new model, in accordance with the Constitution, the Party's guidelines and policies, and the needs of the people.

Reviewing the implementation of Directive No. 34-CT/TW of the Party Central Committee on strengthening the Party's leadership over social housing development in the new situation, proposing the issuance of appropriate documents by the Party Central Committee or the Politburo, as a basis for perfecting the system of relevant legal documents, including amending and supplementing the Housing Law and the Real Estate Business Law, to be submitted to the National Assembly for approval in 2026.
