Currently, 61 out of 64 communes and wards in Ca Mau have been recognized by the Provincial People's Committee as Safe Zones (ATK) during the resistance wars against France and the United States. This is not only a well-deserved recognition for these regions rich in revolutionary traditions, but also reflects the policy of showing gratitude through practical social welfare policies, contributing to improving the lives of people in these former revolutionary base areas.

Proud of our revolutionary traditions.

During the two protracted wars of national resistance, many communes in Ca Mau province served as strongholds for revolutionary agencies and units. There, the people readily sheltered and hid cadres, contributing manpower and resources to the cause of national liberation. The vast mangrove forests, the intricate network of rivers, and the simple houses of the people became "fortresses of the people's hearts," contributing to the overall victory of the nation. The recognition of these localities as revolutionary base areas (ATK) is not only a historical acknowledgment but also inspires pride and responsibility within the community.

At the end of November 2025, Cai Nuoc commune was officially recognized as a revolutionary base area. This information quickly spread, becoming a shared joy for local officials and people. The atmosphere of excitement was evident in hamlet meetings and community gatherings, as people recalled the difficult but meaningful years of the revolutionary base area.

Mr. Nguyen Phuoc Thanh, residing in Hamlet 1, Cai Nuoc Commune, shared: “Being recognized as a former revolutionary base area (ATK) commune makes us very proud. For the local people, it is a motivation to continue preserving traditions and working together to build a more prosperous homeland.”

The people of Cai Nuoc commune are delighted to receive health insurance support under the policy for communes in the former revolutionary base area.

Not only in Cai Nuoc, but in many other localities in the province, the historical value of the revolutionary base area has been preserved through many generations. Propaganda and education on traditions are integrated into Party branch and mass organization meetings and in schools, helping young people better understand the history of their homeland, thereby fostering pride and a sense of responsibility in local development.

Mr. Nguyen Trung Hieu, Chairman of the People's Committee of Dinh Thanh commune, said: "The recognition of the locality as a revolutionary base area is not only an honor but also a motivation for the government and people to continue to uphold the revolutionary tradition. In recent times, the commune has focused on implementing social welfare policies, providing housing support, and caring for the lives of the people, especially disadvantaged households. Through this, we have contributed to gradually improving the lives of the people and building a more developed locality."

Practical social welfare policies

Besides recognizing historical value, policies for former revolutionary base areas also carry profound social welfare significance. One of the highlights is that residents of these areas receive 100% state budget support for their health insurance premiums and 100% coverage for medical examinations and treatment within their entitlement. This policy is seen as a practical expression of gratitude to the people in these former revolutionary base areas. At the same time, it is an important solution to reduce the burden of medical costs, especially for poor and near-poor households and the elderly. Receiving free health insurance cards provides a clear sense of security for the people. Many are more proactive in getting regular health checkups and timely treatment, contributing to an improved quality of life.

Besides healthcare policies, the communes and wards of the former revolutionary base areas (ATK) also received priority investment in socio-economic infrastructure development. Many rural roads were upgraded and expanded; the electricity, water supply, schools, and health stations were gradually improved, creating favorable conditions for people's lives and production. With infrastructure investment and guaranteed social welfare, people had the opportunity to develop their internal resources and actively participate in movements to build a cultured life, protect the environment, and maintain security and order.

The rural road network in Nguyen Phich Commune has been upgraded, creating favorable conditions for socio-economic development in the ATK region.

Building upon their revolutionary traditions, the former revolutionary base areas (ATK) are undergoing a powerful transformation. Extended concrete roads, modern schools, and effective production models are changing the face of rural areas day by day. The recognition and implementation of policies for these ATK communes and wards is a correct and popular initiative. With the attention of Party committees and authorities at all levels, and the consensus of the people, the ATK areas in Ca Mau province will continue to uphold their heroic traditions, strive for progress, and contribute to building a more prosperous, beautiful, and civilized homeland in the new era.
