Through exemplary models such as "Safe Boat and Ship Groups," "Villages and Hamlets Free from Crime and Social Evils," and the movement "All People Participate in Protecting National Territorial Sovereignty and Border Security," the Ca Mau Provincial Border Guard has strongly promoted the role of the people in self-governance, self-prevention, and self-protection; improving the effectiveness of combating crime, violations of the law, illegal, unreported, and unregulated (IUU) fishing, and destructive fishing practices; preventing hotspots, passive responses, and unexpected events.

Arising from the need to maintain political security and social order in coastal border areas in the new situation, especially in light of the complex developments of various types of crimes, social vices, and illegal activities at the grassroots level, the "Model Hamlet Free from Crime and Social Vices" was established and has proven effective. This model focuses on promoting the self-governance role of the people at the grassroots level, building safe, healthy coastal hamlets and villages free from crime and social vices. Through this, it directly impacts the awareness and responsibility of the people in crime prevention and maintaining security and order right from the residential area, becoming a shining example in the mass movement to protect security and order in coastal border areas.

Currently, the entire province has effectively established and maintained 12 "Model Hamlets Free from Crime and Social Evils," with 226 self-governing security and order groups and nearly 1,200 participating members. Through the activities of this model, the people have provided many valuable sources of information, helping the Border Guard and other functional forces detect and handle 24 cases of illegal possession, use, and sale of narcotics; 3 cases of organizing and brokering illegal entry and exit; and 2 cases of transporting and keeping wild animals. In addition, 120 family conflicts have been successfully mediated, contributing to maintaining security and order stability at the grassroots level.
