While the system recorded over 2,200 overdue applications in the first quarter of this year, the entire province now only has 18 overdue applications. This change not only reflects the effectiveness of the digital transformation process and the cleaning up of land data , but also demonstrates the determination of relevant agencies to tighten administrative discipline in serving the people.

Synchronize multiple solutions

Land management is a specialized field, with each file requiring multiple stages of verification, cross-referencing, and coordination among various specialized agencies. Even a single delay or lack of data synchronization can lead to delays in processing the application. This is also why this area has consistently been among the administrative procedures with the highest processing pressure for many years.

According to the Department of Agriculture and Environment of Ca Mau province, the majority of delayed applications in the past period did not stem from delays in delivering results to citizens, but mainly from system errors or software malfunctions. Of the more than 2,200 delayed applications, 1,910 experienced software freezes or delays in completing the electronic application process; 77 applications, although processed on time, were still recorded as delayed because the processing staff were a few minutes or hours late in completing the system.

Furthermore, many issues arise because citizens have not fully submitted the necessary documents, have not fulfilled their financial obligations, or because the data between the tax authorities and the land management system is not fully synchronized. At times, even though the tax authorities have issued notices of financial obligations, the land management system has not yet received the data, affecting the processing time of applications.

Based on this reality, the relevant authorities have implemented a comprehensive set of solutions to address the issue of delays. In addition to resolving technical errors, the units have reviewed the entire process of receiving and handling applications, while also enhancing the accountability of each responsible officer.

The rate of land registration applications processed on time in Ca Mau is steadily improving thanks to stricter accountability in processing and the acceleration of digital transformation.
