Currently, all land records in the province are tracked directly on an electronic software system. Each record clearly displays the receipt date, the deadline for results, the processing status, and the officer responsible for handling it. Records nearing their deadlines are proactively reminded to expedite the process. In cases of delays, the cause is investigated and specific responsibilities are identified.
The data is also interconnected and synchronized, creating many advantages: from land plot change history and planning information to financial obligations, significantly shortening processing time.
The process of linking land data has greatly facilitated the handling of administrative procedures. Previously, some files required a lot of time for cross-referencing between units, and even manual review, thus prolonging the processing time. Now, with synchronized data, searching and verification are much faster, thereby shortening the processing time for citizens.
Transformation from the grassroots
This transformation is also evident at the grassroots level. When data is interconnected , commune-level officials can proactively check information and coordinate processing from the outset, reducing the backlog of cases at the final stage.
Ms. Cao Cam Hang, a civil servant at the Economic Department of the Vinh Phuoc Commune People's Committee, said: "When receiving applications, officials can quickly look up information, thus minimizing errors in the processing process. Applications that are nearing their deadlines are also proactively coordinated with specialized units to ensure timely resolution for the people."
The most noticeable change is still the perception of the people. Mr. Nguyen Van Huan, from Hamlet 5, Khanh An Commune, said that previously, each time he went through land procedures, he had to wait quite a long time because the documents had to be verified through many steps. In some cases, he had to go back and forth many times to supplement documents or monitor the processing results. "Now, land information is much more stable. I just need to go to the commune office to do the procedures, and the officials guide me very quickly. The processing of documents is more convenient than before, and I no longer waste so much time traveling back and forth," Mr. Huan said.
Synchronizing land data helps professional staff shorten the time spent searching for and verifying information during the process of handling applications.
According to relevant authorities, the significant reduction in the number of overdue land registration applications recently is not only the result of software upgrades but also of land data cleanup. When data is standardized, complete, and accurate, the communication between agencies becomes smoother, reducing the number of pending applications or those requiring multiple processing attempts.
In addition, the accountability of the implementing team has been tightened. Each file is linked to a specific officer in charge, and the processing progress is regularly monitored on the electronic system. This helps to enhance proactiveness in handling tasks and at the same time, reduces delays in processing files due to subjective factors.

With synchronized data, tightly controlled processing procedures, and increased accountability among officials, citizens not only benefit from reduced processing times and costs but also gain greater confidence in the effectiveness of local administrative reforms.
