In the context of increasingly sophisticated drug-related crimes and their increasingly complex methods and tactics, strengthening drug prevention and control measures with a focus on grassroots efforts, promoting inter-agency coordination, and with the police force playing a core role, is becoming an urgent and long-term strategic requirement.

Mobilizing social power
In 2025, the entire province detected and dismantled 360 cases involving 560 individuals; seized 3.5 kg of synthetic drugs, 1.6976 grams of heroin, 2 kg of cannabis, and other related evidence; prosecuted 327 cases involving 465 defendants; the remainder are awaiting processing. Individuals suspected of illegal drug use were questioned and tested, resulting in 1,687 positive cases (1,419 individuals received administrative fines totaling approximately 2 billion VND, and 63 received warnings).

According to the People's Committee of Ca Mau province, over the past year, the locality has focused on implementing a comprehensive range of solutions to prevent and combat drug abuse . The main focus has been the implementation of Conclusion No. 132-KL/TW, dated March 18, 2025, of the Politburo on continuing to implement Directive No. 36-CT/TW, dated August 16, 2019, of the Politburo on strengthening and improving the effectiveness of drug prevention, control, and management, with many important solutions such as: implementing the principle of preventing supply, reducing demand, and reducing the harm caused by drugs. This includes focusing on effective demand reduction solutions; prioritizing prevention, and focusing on grassroots areas and residential communities for implementation. Heads of Party committees, governments, agencies, and organizations are directly responsible for leading, directing, inspecting, and evaluating drug prevention, control, and combating efforts, and must consider and impose strict disciplinary measures if the drug situation becomes complicated in the agency, unit, locality, field, or area under their responsibility and management.
Drug prevention and control propaganda has been intensified with content, forms, methods, and means appropriate to each target group, focusing on key areas and localities with complex drug problems, high-risk groups, especially youth, students, workers, and laborers in industrial and export processing zones, and areas where large-scale projects are being implemented. The province also continues to effectively implement the nationwide movement to protect national security and the nationwide movement to participate in drug prevention and control, linked with the nationwide movement to build new rural areas and civilized urban areas, and other patriotic emulation movements to mobilize the maximum strength of the whole society in participating in drug prevention and control.
Simultaneously, conduct a comprehensive review of drug addicts and illegal drug users to accurately assess the current situation and implement strict management measures. Proactively and promptly analyze, identify, and accurately predict emerging drug-related crime trends, especially new methods and tactics, organized, transnational activities, and the use of high technology and cyberspace... in order to organize and implement plans and measures to prevent and eradicate drug trafficking rings, organizations, gangs, and complex drug hotspots, and arrest the masterminds and leaders. Conduct a comprehensive review of complex drug hotspots to combat and neutralize them; effectively transform key areas with complex drug problems, and implement solutions to prevent their recurrence.
Fundamental solutions starting from the ground up.
In many localities, while drug-related crime and abuse have been contained, the situation remains complex. Drugs are not only present in "hot spots" like urban areas or border regions, but are also tending to infiltrate rural areas and remote regions, in increasingly sophisticated forms. Experience in combating drug abuse shows that the primary focus is on the front lines – the areas where detection is earliest, closest to the people, and with the most direct and lasting impact on people's awareness and behavior.
Mr. Huynh Van Minh, Chairman of the People's Committee of An Xuyen Ward, shared: "If we only wait to handle violations after they have occurred, it will be very difficult. The most important thing is prevention from early on, from afar, right in the neighborhood and residential area. When people understand the harmful effects of drugs and proactively report them, the effectiveness of prevention and control will be higher."
"We regularly integrate drug prevention and control propaganda into community gatherings in each area, selecting target groups for dissemination, with a focus on young people. In addition, we concentrate on improving solutions so that each family becomes a fortress in the fight against drug abuse," Mr. Huynh Van Minh added.
Local police forces proactively coordinate with departments, agencies, and organizations to conduct legal awareness campaigns, disseminate knowledge on identifying new types of drugs, and provide prevention skills, especially targeting young people – a group easily susceptible to being lured and deceived.
The police of Đá Bạc commune conducted a campaign to raise awareness about preventing and combating the harmful effects of drugs at Võ Thị Hồng High School.
Lieutenant Colonel Huynh Nhat Nam, Deputy Head of the Da Bac Commune Police, said: "We 'go to every alley, knock on every door, and check every individual'; not only do we fight and dismantle drug trafficking rings, but we also have to do a good job of managing, educating , and rehabilitating drug addicts and those at risk of violating the law."
To improve the effectiveness of drug prevention and control in the coming period, it is necessary to continue increasing investment in grassroots police forces, perfecting inter-agency coordination mechanisms; promoting the application of information technology in management and propaganda; and at the same time focusing on humane solutions to support drug addicts in reintegrating into the community.
Mr. Huynh Van Minh shared: "Drug prevention and control is a long-term battle, leaving no room for complacency. When every citizen becomes a 'soldier,' and every institution becomes strong, the effectiveness of drug prevention and control will be enhanced."
Drug prevention and control is both an urgent and long-term task, requiring perseverance, coordination, and decisive action. Focusing strongly on the grassroots level, along with close cooperation from various sectors, organizations, and the entire population, has been and continues to be a fundamental and sustainable solution to gradually push back the threat of drugs and build safe and healthy communities.
