Signs of progress have emerged following the establishment of the Provincial Party Committee's Steering Committee for the implementation of key provincial projects and the requirement for clear accountability and specific responsibilities to accelerate project progress in Lam Dong . In this spirit, the Provincial People's Committee has implemented close monitoring and guidance directly on-site.
It wasn't just about establishing special teams for land clearance and assigning specific responsibilities to each Vice Chairman of the Provincial People's Committee; the Chairman of the Provincial People's Committee also continuously inspected, urged, and promptly issued decisive directives. Therefore, all projects were inspected and supervised by provincial leaders, who organized dialogues and made timely decisions on-site and in the localities where obstacles arose.
The "on-site monitoring" approach has changed the working mindset not only of officials from departments and agencies but also of construction units on the site, helping to resolve emerging issues immediately. This creates "positive pressure" on the entire system related to the project, thereby changing the working mindset and ensuring timely resolution of problems, gradually reducing the tendency to shirk responsibility or wait for directives, or even wait for meetings to resolve issues.
The problem-solving sessions didn't just stop in meeting rooms or offices; the provincial People's Committee leaders took them directly to the field. When leaders understood the reality, clearly saw the difficulties, and saw the progress, their directives were much faster, more decisive, and more effective.

Positive signs
To date, although the results have not met expectations, the signs of progress are quite clear. Land clearance for expressways passing through the province, particularly the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways, has shown optimistic signs... With the determination and decisive involvement of the provincial leadership, departments, agencies, and localities through which the expressways pass, the rate of land handover is increasing significantly. The progress of resettlement projects serving land clearance is also accelerating, so the Bao Loc - Lien Khuong project may begin construction in the coming months, and the Tan Phu - Bao Loc project may commence by the end of this year.
Besides the expressway project, many other important roads are also being accelerated, such as the DT 721 and DT 722 projects, National Highway 28B, etc. Following inspections, construction work has been sped up; the construction units have also shown a more serious attitude, committing to supplementing manpower and machinery to compensate for the delays. Local authorities are also more proactive in mobilizing resources to complete land clearance and accelerate the progress of the projects.
Regarding the obstacles, the provincial People's Committee leaders have directed and requested departments, agencies, and localities to develop detailed daily plans and report weekly on each specific task to expedite progress. Communes and wards have also actively propagated and mobilized people, creating consensus in land clearance work. Project management boards have strengthened their coordinating role, reviewing and evaluating the quality and progress of contractors, and proactively reporting difficulties beyond their authority so that the province can promptly address them.
It can be said that the "closely monitoring the construction site" approach has truly proven effective, transforming political determination into concrete action and laying the foundation for accelerating progress and completing projects on schedule.
