During the heavy rains and floods at the end of November, 119 houses in Hoa Thinh commune were completely destroyed, and 46 houses were partially damaged. From December 1st to the present, the 5th Military Region and other armed forces units stationed in the area have started construction, groundbreaking ceremonies, and the rebuilding and repair of hundreds of houses for the affected households.

However, for the six households living in the fields of Team 3, Phu Huu village, whose houses were completely destroyed, due to the remote location and lack of access roads, the transportation of construction materials is very difficult. Therefore, to date, the units have not been able to start construction or build new houses for them.
After inspecting, surveying, and assessing the actual situation, and discussing and agreeing with representatives of the six families, Vice Chairman of the Provincial People's Committee Dao My requested the Party Committee and the government of Hoa Thinh commune to urgently complete the dossiers and allocate resettlement land to households living in low-lying areas, far from amenities, to new, safer and more convenient residences. To ensure long-term livelihoods and living conditions, after moving to the resettlement area, the people can still build temporary shelters and continue to raise livestock and cultivate crops on their old land and gardens.
Colonel Cao Van Muoi stated that after the local authorities allocate resettlement land to the households, military agencies and units will mobilize maximum resources and equipment to accelerate construction progress, determined to complete and hand over the houses to the people before the Lunar New Year of the Horse 2026.
