According to the Department of Finance, the Cu Lao Mai Nha high-end tourism and resort project in O Loan commune is invested by Xuan Thien Ninh Binh Co., Ltd., with a total capital of nearly 5,000 billion VND. The project aims to create a large-scale, modern tourism and resort complex, linked to the development of the marine economy and ensuring national defense and security.
The project has a land and water area of approximately 136.77 hectares, including about 127.24 hectares of land, 9.53 hectares of island land, and about 59.18 hectares of water surface.
The main investment items include: high-rise hotel complexes, resort villa areas, entertainment areas, ecotourism, marine sports , technical infrastructure systems, underground power supply to the island and landmark landscape projects; a cable car line connecting the mainland to the island and large-scale entertainment areas.

Regarding the timeline, the project is divided into two phases. Phase 1 is expected to be completed in Q1/2028, focusing on the construction of key functional areas and essential infrastructure on the mainland and islands; Phase 2, to be completed in Q4/2030, will further expand the scale of accommodation, improve the landscape, invest in special features, and bring the project into full operation.
The project has now completed all legal procedures in the investment preparation phase and is eligible for implementation according to regulations.
The project is expected to be launched and inaugurated on December 19th to celebrate the 14th National Congress of the Communist Party of Vietnam.
During the inspection, Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet emphasized that O Loan commune holds a particularly important position in the province's marine economic development strategy; in which services and tourism are identified as the driving force, playing a leading role in growth in the coming period.

The implementation of the Cu Lao Mai Nha high-end resort project not only contributes to effectively exploiting the natural potential and advantages of the area, but also creates an important impetus for the formation of a chain of high-quality tourism products, enhancing the image and competitiveness of the province's tourism.
The Provincial Party Secretary requested that departments, agencies, and local authorities proactively coordinate and support investors during the implementation process, ensuring that the project is carried out on schedule, in accordance with the plan, and in full compliance with all legal regulations. At the same time, it is necessary to review and orient the comprehensive development of coastal tourism and service projects, linked to the O Loan Lagoon national scenic area, promoting the value of the landscape, ecology, and local culture, creating distinctive and sustainable tourism products.
Comrade Luong Nguyen Minh Triet also noted that during the implementation of projects, all levels and sectors must place the people at the center; paying attention to social welfare, livelihoods, and employment for people in the project area. Tourism development must go hand in hand with environmental protection, aiming for sustainable, long-term development and making a practical contribution to the overall development of the province.
