Overview of the trillion-dollar project
On December 14th, the Hanoi People's Council officially approved a resolution on the investment plan for the Red River Scenic Boulevard project. This is a large-scale infrastructure project with a preliminary total investment of approximately 855,000 billion VND and is expected to be completed by 2030.
The project will be implemented across a large area along both banks of the Red River, stretching from Hong Ha Bridge to Me So Bridge. The project's scope covers the administrative boundaries of 19 communes and wards in various districts of Hanoi.
Project scale and scope
According to the plan, the total area for study to implement the project is approximately 11,000 hectares . This scale is allocated to the main components, including a traffic boulevard approximately 80 km long, a landscaped park and entertainment area of approximately 3,300 hectares, and about 2,100 hectares for land clearance for urban redevelopment.
Geographically, the project will pass through 12 communes and wards on the right bank of the Red River (including O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, Hong Van) and 7 communes and wards on the left bank (including Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, Bat Trang).

Main investment items
The project is divided into several independent sub-projects for implementation, including:
- Component Project 1 (Left Bank): Construction of a major traffic boulevard, landscaped park, and land clearance for urban redevelopment on the left bank.
- Component Project 2 (Right Bank): Implement similar items on the right bank, including a sub-project to build a public park in Phu Thuong ward.
- Component Project 3: Investment in an underground Metro line approximately 45 km long along the right bank of the Red River.
- Component Project 4: Construction of on-site resettlement urban areas in the form of high-rise apartment buildings within the project area.

Social impact and challenges
The Hanoi People's Committee expects the project to comprehensively transform the urban landscape on both sides of the Red River, creating a new cultural, economic , and ecological space. However, the project also poses many major challenges, especially regarding land clearance, with preliminary estimates suggesting that approximately 200,000 people (equivalent to 50,000 households) will be affected.
At the meeting, the City People's Council delegates requested that the City People's Committee implement solutions to raise awareness and gain public support, thereby reducing project delays. Issues related to training support, career chuyển đổi, and ensuring the quality of resettlement areas were also emphasized.

In addition, experts and delegates also requested a thorough assessment of the project's impacts on flood drainage corridors, flood risks, the environment, and river flow. The preservation of cultural heritage and traditional craft villages along the Red River is also a crucial factor that needs to be prioritized during implementation.
