Maintaining the pace of new rural development after the merger.

Alongside the restructuring of the two-tiered local government apparatus with many new management requirements, Lam Dong province is also focusing on the task of building new rural areas and aiming for higher goals in the next phase.

Efforts to maintain the momentum of building new rural areas.

The year 2025 marks a significant turning point for Lam Dong province as the entire government system operates under a two-tiered local government model. Amidst this restructuring of the administrative apparatus and the emergence of many new tasks, the New Rural Development program remains a key priority and will continue to be implemented by the province.

Prior to the merger, the three former provinces of Binh Thuan , Dak Nong, and Lam Dong had achieved many significant results. Notably, 230 out of 259 communes met the standards for New Rural Development (88.8%), 61 communes met the standards for advanced New Rural Development, and 20 communes met the standards for model New Rural Development. At the district level, 8 out of 28 districts, towns, and cities had met or completed the tasks of building New Rural Development.

Following the merger, the province has restructured the Steering Committee for National Target Programs, reorganized the New Rural Development Coordination Office, and issued many important decisions to stabilize the coordination and management methods in the new model.

In the initial phase of operating the two-tiered government system, Lam Dong province had 103 communes within the scope of the New Rural Development program. Upon review, 80 communes met the New Rural Development standards (77.7%), 3 communes met the advanced standards, and 1 commune was designated a model commune.

According to the Provincial People's Committee's assessment, although the percentage of communes meeting the standards has decreased compared to before the merger, this result is appropriate because the size of the newly merged communes is larger, and the criteria applied have also changed.

Besides transportation infrastructure, electricity, irrigation, and commercial activities, many localities have also achieved high results in fields and criteria related to culture, education, environment, national defense and security, thereby contributing to improving the quality of life for the people.

Towards a modern rural area.

Despite achieving many positive results, the implementation of the New Rural Development program in the province has also faced numerous difficulties. Following the restructuring of the administrative apparatus, many central government guidelines on this field have not been fully and promptly issued, while the staff responsible for New Rural Development in many units and localities have been transferred or retired. The process of receiving and coordinating funding from former localities has also encountered many obstacles, affecting the implementation progress.

With the goal of improving the material and spiritual quality of life for the people; and at the same time, developing the rural economy in a modern, green, circular direction and promoting digital transformation, the Provincial People's Committee has set a target to strive for at least 42 communes to meet the new rural standard by 2030, 4 communes to meet the modern rural standard, and 9 poor communes to escape poverty according to the new standard. By 2035, the target is 73 communes to meet the new rural standard and 6 communes to meet the modern rural standard.

To achieve this goal, the province has set forth many tasks and solutions to focus on implementation. These include identifying the need to link the construction of new rural areas with ecological agriculture, circular economy, smart rural areas, and the development of concentrated production areas along the value chain.

The province also recommended that the central government integrate national target programs to facilitate better capital management and project implementation.

It can be affirmed that, with specific orientations and a proactive spirit in implementation, Lam Dong is striving to create a solid foundation, opening up a phase of higher-quality, modern, and sustainable rural development in the future.
