According to preliminary statistics from the Provincial Labor Federation, female workers in Ha Tinh currently account for over 51% of the population. The province has over 6,000 businesses, branches, and representative offices, with nearly 30% of the workforce being women. These figures demonstrate the important role female workers play in many sectors, from agriculture , industry, and construction to services.

However, despite its significant contribution to socio -economic development, the issues of employment, job stability, and ensuring the rights of female workers, especially pregnant women or those raising young children, remain pressing concerns. In this context, the policy of increasing maternity leave is not merely about individual benefits, but also impacts many aspects: the mother's health, the child's development, business operations, the labor market, and social stability.
Observations in industrial zones, rural areas, and urban areas in Ha Tinh province show that most women express agreement and enthusiasm regarding the policy of extending maternity leave to 7 months for female workers giving birth to their second child.
Ms. Nguyen Thi Hoa, a worker at the Export Garment Joint Stock Company (Bac Cam Xuyen Industrial Cluster - Cam Binh Commune), shared: “Garment manufacturing work often requires continuous work on the assembly line, so it's quite stressful. Therefore, if we are given 7 months of maternity leave according to the new regulations, we will have more time to recover our health after childbirth, stabilize our mental state, and take care of our children so that they are stronger before we return to work. This is truly meaningful for female workers.”

This policy has been well-received not only in the industrial sector but also in areas with a large female workforce. Ms. Nguyen Thi Ngoc, President of the Women's Union of Xuan Loc commune, stated: “Many female officials and employees, especially those who are pregnant or raising young children, feel more secure knowing they have more time to rest, ensuring their health and taking care of their families. This helps them reduce stress, regenerate their energy, and contribute to improving the quality of their work after returning to their positions.”
From a business perspective, many organizations also appreciate the humane nature of the policy, although they acknowledge that they will face certain difficulties and challenges during its implementation.
Mr. Dinh Xuan Luc – Chairman of the Trade Union of TAAD Ha Tinh Production, Investment and Trading Joint Stock Company (Thanh Sen Ward) informed: “Our company has up to 90% female workers. Extending maternity leave to 7 months for female workers giving birth to their second child is a very humane policy, showing the State's concern for women. However, this also creates new requirements in personnel allocation and maintaining production activities. In my role, I will advise the company to prepare a suitable human resource plan that complies with legal regulations while ensuring full rights for employees.”

The policy of increasing maternity leave for female workers giving birth to their second child to 7 months is considered an appropriate approach, reflecting the province's commitment to maternal and child health and its goal of improving the quality of its population. This policy also contributes to strengthening the confidence of women of childbearing age in having children, aligning with the goal of maintaining a reasonable birth rate and minimizing reproductive health risks. This is a crucial factor as the province is promoting solutions to improve population quality, especially in rural and mountainous areas.
Mr. Phan Truong Sang, Head of the Population Department of Ha Tinh province, said: “To ensure that female workers, especially rural women and informal workers, have full access to their rights, in the coming time, the department will focus on strengthening communication at the grassroots level with easily understandable and accessible content about maternity benefits, eligible beneficiaries, and implementation procedures, especially in difficult and mountainous areas. We will also strengthen counseling through the health station system and the team of population collaborators, helping women understand the information from the moment they become pregnant. At the same time, the department will monitor and evaluate the impact of the policy to promptly propose adjustments suitable to the specific characteristics of the province's workforce.”

The policy extending maternity leave to seven months for women giving birth to their second child has received widespread support and anticipation from female workers in Ha Tinh province. This regulation not only ensures the legitimate rights of female workers but also reflects a trend towards improving population policies and maternal and child health care. Simultaneously, it creates conditions for women to work with peace of mind, build happy families, and continue to make positive contributions to the province's socio-economic development.
On December 10th, National Assembly delegates unanimously voted to pass the Population Law. The law, comprising 8 chapters and 30 articles, will take effect from July 1st, 2026. It regulates communication, advocacy, and education on population issues; maintaining replacement fertility rates; reducing gender imbalance at birth; adapting to population aging; improving population quality; and ensuring the conditions for implementing population work.
To maintain the replacement fertility rate, the Population Law stipulates several measures, including maternity leave for female workers of 7 months and for male workers of 10 working days when their wives give birth to a second child.
