Specifically, the inspection team examined two public investment projects in Vinh Hoa Hung commune: the Ba Voi riverside road and the Ba Ho bridge construction project. These are two key public investment projects of significant importance, connecting seamlessly with the provincial roads 963C and 963D.

The Ba Voi Riverfront Road project has a total length of 12.12km, a road and bridge width of 5.5m, a total investment of over 106 billion VND, and a project implementation period from 2022 to 2026.
The project has completed 70% of the contract value, with a cumulative allocated capital of over 106 billion VND, disbursed capital of over 77 billion VND, reaching 73.16% of the plan, and the remaining undisbursed capital is over 28 billion VND.
Currently, the project is still facing land acquisition issues involving 6 households, the site of the KH9 Canal bridge, some power poles and guy wires within the construction area, and landslides occurring in 4 sections totaling 713m in length during construction that require reinforcement.

The Ba Ho bridge construction project, with a length of 298m and a width of 12m, has a total investment of 150 billion VND and is scheduled for implementation from 2024 to 2027. During the 2021-2025 period, the cumulative allocated capital exceeded 83 billion VND, and the cumulative disbursed value exceeded 65 billion VND, reaching 78.47% of the plan.
The capital plan for 2025 is over 82 billion VND, with disbursements reaching over 64 billion VND as of November 25th, achieving 78% of the plan. The remaining undisbursed capital is over 18 billion VND. It is estimated that by December 31st, disbursements will reach over 74 billion VND, achieving 90% of the plan.
To date, all 24 households have agreed to sign the minutes, of which 22 households have received advance payments and signed the agreement to hand over the land to the construction unit, while 2 households have agreed to sign the minutes agreeing to the land acquisition plan, but the People's Committee of Vinh Hoa Hung commune does not have the money to provide advance payments to these 2 households.

Vice Chairman of An Giang Provincial People's Committee Le Trung Ho listened to representatives from the People's Committees of Go Quao and Vinh Tuy communes report on the progress and difficulties in implementing the investment project to build the Ho Chi Minh Highway section from Rach Soi to Ben Nhut and from Go Quao to Vinh Thuan.
Speaking at a working session with the People's Committees of Vinh Hoa Hung, Go Quao, and Vinh Tuy communes, Vice Chairman of the An Giang Provincial People's Committee Le Trung Ho urged the communes to be determined and decisive in implementing public investment projects, prioritizing the interests of the people and socio-economic development; and to accelerate construction progress and disbursement of funds to bring projects into service for the people's lives as soon as possible.
Provincial departments and agencies will support and guide localities in resolving difficulties in implementing public investment projects. Project owners will review the project volume and promptly make payments if there is any completed work.
Regarding the Ba Voi riverside road project, Vice Chairman of the An Giang Provincial People's Committee Le Trung Ho agreed on the plan to repair the four landslide sections and continue road construction; he assigned the Department of Construction and the Department of Finance to support the locality in implementing the landslide remediation plan.
We request that Vinh Hoa Hung commune closely coordinate with the Department of Agriculture and Environment and the Department of Construction to review the investment procedures for the Ba Ho bridge project in order to find solutions for implementing the next steps and accelerating the project's construction progress.
Regarding the land clearance work for the Ho Chi Minh Highway construction project, specifically the Rach Soi - Ben Nhut and Go Quao - Vinh Thuan sections passing through the two communes of Go Quao and Vinh Tuy, Vice Chairman of the Provincial People's Committee Le Trung Ho requested that the local authorities resolutely implement the plan, striving to protect the rights of the people in accordance with the law; for cases where households deliberately refuse to hand over the land, the local authorities should fully carry out the procedures as prescribed and proceed with coercive measures.
