To achieve the target of 95% of the population participating in health insurance, from now until the end of 2025, the whole province needs to develop nearly 197 thousand more participants. Thereby, moving towards the goal of universal health insurance coverage in the future.
Benefits are increasingly expanded
Ms. Nguyen Thi Quy, Deputy Director of Dong Nai Province Social Insurance, said: The 2024 Health Insurance Law has added many new points to create more favorable conditions for people when examining and treating diseases. People with health insurance cards are entitled to 100% of the benefits when examining and treating diseases at the initial registration facility nationwide, 100% when receiving inpatient treatment at provincial facilities nationwide and have access to high-tech services when suffering from serious or fatal diseases. In particular, children under 18 years old are supported with the cost of treating refractive errors. This is a very humane progress of the current health insurance policy.
In Dong Nai, the reality shows that every year, there are many cases where the health insurance fund pays from several hundred million to billions of VND. There is a patient in Tan Trieu ward who is paid up to 2.8 billion VND; many other cases in Bien Hoa, Dinh Quan, Cam My areas... are also paid over 1 billion VND by the health insurance fund for the treatment of serious illnesses or long-term chronic diseases. In the 11 months of 2025, in the province, there are more than 9.6 million people who enjoy health insurance treatment costs with a total amount of more than 4.6 trillion VND.
Specialist II Doctor Le Thi Phuong Tram, Deputy Director of Dong Nai General Hospital said: As a provincial-level unit, providing specialized medical examination and treatment, the hospital receives more than 3,000 outpatients and more than 1,100 inpatients every day. Among them, there are many serious and very serious cases such as pneumonia, sepsis, multiple organ failure... Many patients need to perform advanced techniques such as cardiovascular intervention, joint replacement, spinal surgery... all of which have very high costs. Many cases have to pay several hundred million VND for a treatment course if there is no health insurance support.
According to Dr. Phuong Tram, the current disease model is shifting. Non-communicable diseases such as high blood pressure, diabetes, chronic kidney failure, cardiovascular disease, etc. are increasing and appearing at a younger age. These are all diseases that require long-term treatment, even lifelong, and the cost of medicine and testing each month can reach millions of VND. For patients with kidney failure who need dialysis, the average monthly cost is about 10 million VND. Thanks to the health insurance fund covering most of the costs, patients can reduce the economic burden that has lasted for many years.
At the recent meeting of the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies in the province, comrade LE TRUONG SON, member of the Provincial Party Standing Committee, Vice Chairman of the Dong Nai Provincial People's Committee, requested departments, branches and localities to deploy many solutions and creative ways to continue increasing the rate of people participating in health insurance, aiming to achieve universal health insurance coverage in the coming time.
So that everyone has a health insurance card
Understanding the difficulties of the people, especially ethnic minorities, the elderly, poor and near-poor households, students, etc., Dong Nai province has allocated a large budget to support health insurance premiums, aiming at the goal of everyone having a health insurance card.
Deputy Director of Dong Nai Social Insurance Nguyen Thi Quy said: Implementing the resolutions of Dong Nai Provincial People's Council on supporting health insurance cards for target groups in the province, in the period of 2022-2025, Dong Nai province has supported more than 139,500 cards for people. In the previous Binh Phuoc province alone, in the period of 2024-2025, health insurance cards were supported for more than 180,800 people in the following groups: near-poor, agricultural - forestry - fishery households with average living standards, ethnic minorities living in communes in region II, region III, especially difficult villages in ethnic minority and mountainous areas. This number shows the province's great concern for social security and people's right to health care.
Regarding the contribution level, according to the provincial Social Insurance leader, for family health insurance, the contribution level is gradually reduced for the second, third, fourth person and from the fifth person onwards it is only 40% of the first person's contribution level. This policy helps families with many members save costs while still ensuring full benefits. For students, the State supports at least 50% of the contribution level. Therefore, this group of people only has to pay more than 634 thousand VND per year instead of more than 1.2 million VND.
In particular, since the application of the provincial and national interconnection regulations for inpatient treatment, people have enjoyed health insurance benefits very conveniently. Regardless of which level they register for initial examination at, patients still enjoy 100% of the benefits when receiving inpatient treatment at the provincial level such as: Dong Nai General Hospital or Thong Nhat General Hospital.
It can be seen that health insurance is not only a “talisman” when sick but also a form of sharing with the community full of humanity. Healthy people participating in health insurance today is contributing to helping others overcome illness; when they themselves are at risk, the health insurance fund will be a solid support.
