The resolution also clearly stipulates the principles for allocating central government budget funds to support the implementation of the Program. Specifically, central government funds will support localities receiving supplementary budget allocations from the central government and localities with a 100% revenue sharing ratio but not receiving supplementary budget allocations from the central government during the 2026-2030 period, and annually based on the support ratio from the central government to localities as stipulated in the National Assembly's Resolution on the allocation of the central government budget for 2026. Priority will be given to allocating central government funds to support the implementation of the Program in areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, mountainous regions, border areas, and islands.

Annually, the Government reports to the National Assembly on the results of the Program's implementation at the end of the year or as requested by the National Assembly; in 2030, it will summarize the implementation of the Program for the 2026-2030 period and propose a Program for the 2031-2035 period.
