
Continue to focus on land clearance.
The Ring Road 2 project in Bac Ha commune, with a total investment of 376 billion VND, affects 471 households in the area. According to Mr. Nguyen Trong Quan, Deputy Director of the Bac Ha Area Investment and Construction Project Management Board, most households have now agreed to receive compensation, and many have received resettlement land and built new houses to hand over the land.
Currently, there are still 30 households in the entire project who have not agreed to the terms, due to various reasons such as procedural obstacles, compensation rates, or difficult circumstances in fulfilling their financial obligations. The Bac Ha Area Investment and Construction Project Management Board and the Commune People's Committee are continuing to disseminate information, persuade, and hold direct dialogues to resolve each case.
Mr. Quan stated: “We are striving to complete all land clearance work by December 31, 2025. The committee always prioritizes public awareness campaigns and fostering consensus among the people to ensure the project's smooth implementation. If the people understand, share, and cooperate, the project will reach its goal sooner.”



Currently, the project has completed nearly 2 km of the initial route; the final 2.9 km is awaiting land clearance completion. Bac Ha commune has established working groups that regularly visit the grassroots level to monitor developments, explain policies, and ensure that the mobilization efforts are carried out persistently and in accordance with regulations.
The goal is to complete this by 2026.
During implementation, the project encountered numerous difficulties due to rocky terrain, a shortage of fill soil, and the need to adjust the construction plan. Some sections could not be blasted and required manual drilling and excavation, affecting the progress. Furthermore, a representative from the contractor, Anh Nguyen Co., Ltd., stated that the contractor is facing a funding shortage because the state's land auction process has not yet been completed, preventing the allocation of additional funds for the project.

Mr. Vu Kim Hai, Director of Anh Nguyen Bac Ha Co., Ltd., stated: “The construction unit is mobilizing machinery and personnel to the best of its ability. Once the project site is prepared and some technical solutions are adjusted, the unit will focus on accelerating the construction progress and completing the remaining tasks.”
On the investor's side, Mr. Nguyen Trong Quan, Deputy Director of the Bac Ha Area Investment and Construction Project Management Board, added: The Board is also requesting Bac Ha commune to add more capable subcontractors to support the construction items, in order to ensure the overall progress. Currently, the project is being considered for an extension, with the goal of completing it in 2026.

Upon completion, the Ring Road 2 project will create a continuous transportation network, expand urban space, and promote the development of trade, services, and tourism in Bac Ha. Therefore, the joint efforts of all levels of government and the support of the people are of paramount importance.
These days, on the construction site, the construction unit is actively leveling the newly handed-over ground and implementing the road project; the commune's propaganda teams are still persistently going down to the villages and residential areas to explain policies and create consensus among the people.
