This is not only a key project of the century but also the "backbone" connecting the economy and society for many decades to come. Along with investment capital and technology, high-quality human resources are considered the decisive factor to realize the aspiration to bring Vietnam into the modern transportation era.
On October 9, 2025, the Prime Minister issued Decision No. 2230/QD-TTg, approving the Project on training and developing human resources for Vietnam's railway sector until 2035, with a vision to 2045. According to the project, in the 2025-2030 period, the country needs to train at least 35,000 human resources for the railway industry; in the 2031-2035 period, this number will increase to 70,000 people, focusing on high-quality human resources to serve high-speed railway, electrification and urban projects. In this context, Ho Chi Minh City University of Transport (UTH) has pioneered and proactively realized the national vision through a series of training projects, international cooperation and large-scale investment.

MODERN TRAINING ECOSYSTEM, CREATE FUTURE HUMAN RESOURCES
With a long-term vision, UTH is building a comprehensive training ecosystem, combining teaching, research and technology transfer. Currently, the school is implementing 7 international strategic cooperation projects, of which 5 projects focus on investing in training facilities with a total budget of about 500 billion VND - one of the largest educational investment packages in the field of railway engineering in Vietnam.
Notably, the High-Speed Railway Operation and Control Simulation Room will be put into operation in October 2025. This is considered the first "living laboratory" in Vietnam's railway training, where lecturers, students and experts can directly experience the operation, dispatching and situation handling processes as in reality.
Along with that, the High-Speed Railway Quality Testing Laboratory will be responsible for researching and manufacturing core equipment such as overhead power systems, rails and carriages - aiming for domestic technology and testing autonomy.
Other projects such as the High-Speed Railway Laboratory, the Dispatching Laboratory and the Railway Transport Digital Operation System Room are also being deployed synchronously, creating the foundation for an integrated simulation - research - training center, serving smart operation and maintenance.
These projects are not simply investments in facilities, but also demonstrate progress in training thinking associated with digital transformation, helping UTH gradually become the leading railway training and technology transfer center in the region.
TRAINING OF LECTURERS AND EXPERTS - A STRATEGIC MOVE
In parallel with infrastructure investment, UTH has implemented two international cooperation projects to train lecturers and technical experts, aiming at transferring core technology and standardizing the training team. Specifically, the school cooperates with the Tianjin Railway Engineering Institute (China) in the field of high-speed railway and urban railway construction engineering, and with the Hunan Railway Engineering Institute in high-speed railway automatic control and signal information engineering.

More than 100 UTH lecturers are participating in the training program, thereby forming a core team of lecturers and experts, capable of taking on the role of training, research and technical consultancy for national projects.
Not only focusing on developing lecturers, UTH also expands international cooperation for students, helping them access advanced technology and modern learning environments. On October 12, the first group of students from the school departed for China to participate in the international business semester program at Nanjing Institute of Railway Technology (NIRT) and Zhuzhou New Era Materials Technology Corporation (CRRC Zhuzhou) - two strategic partners in the fields of railways and new energy.
The trip was not only the first international study trip for UTH students in the field of high-speed railways and new energy, but also the first step in a "practical - effective - sustainable - comprehensive" training cooperation model, affirming UTH's pioneering position in practical training and global integration.
PRACTICAL TRAINING, AIMING TO INTERNATIONAL STANDARDS
Based on strong investment and extensive cooperation, UTH has completed the training program of four core majors, closely following the orientation of Project 2230/QD-TTg and the needs of the industry. The majors include high-speed railway and urban infrastructure construction, automatic control and signal information engineering, train mechanics, and high-speed railway exploitation and operation.
Each major is designed according to international standards, ensuring high applicability. Students learn both theory and practice, directly use modern simulation equipment, and participate in internships at domestic and foreign enterprises. Thanks to that, UTH students not only master their expertise but also master technology, have innovative thinking and international adaptability - key factors for Vietnam to form a team of engineers to master the high-speed railway system in the future.
Speaking about the development orientation, Associate Professor Dr. Nguyen Xuan Phuong, Principal of Ho Chi Minh City University of Transport, emphasized: "UTH defines its mission as not only training highly qualified human resources, but also global citizens, capable of quickly adapting to the development of science and technology, ready to contribute to the national transport infrastructure development strategy."
With thorough preparation, clear strategy and pioneering spirit, UTH is affirming its role as Vietnam's core unit in training human resources for high-speed railways. Seven major investment projects, a wide international cooperation network, and a dynamic team of lecturers and students are the foundation for UTH to contribute to bringing Vietnam onto the high-speed rail, entering the era of modern, sustainable and globally integrated transportation.
