New rural development creates momentum for improving living standards in Cat Tien 2.

With a determination to increase income and improve the lives of its people, Cat Tien 2 commune (Lam Dong province) has implemented a comprehensive range of solutions for production development and sustainable poverty reduction, linked with the National Target Program for building new rural areas.

Cocoa farming models are proving highly effective for the people of Cat Tien 2 commune.

Mr. Nguyen Hoang Lich, Chairman of the People's Committee of Cat Tien 2 commune, said that the commune has 18 villages with 14,894 inhabitants; of which, ethnic minorities account for more than 35.7%. Immediately after its establishment and operation, the Party Committee and the People's Committee of the commune identified the implementation of new rural criteria, especially the income criterion, as a key and continuous task.

The leadership and guidance were implemented thoroughly, closely linked to mobilizing the people to promote self-reliance and proactively participate in suitable economic models. Through this, living standards were gradually stabilized and improved.

Many farmers in Cat Tien 2 commune are utilizing the surface area of ​​the Dong Nai River to raise snakehead fish in cages.

In many villages, vocational training programs have yielded practical results, especially for poor and near-poor households and ethnic minorities with little arable land. People utilize their free time during the agricultural off-season to engage in supplementary occupations such as weaving water hyacinth and shelling cashew nuts, generating additional income and gradually achieving sustainable poverty alleviation.

One highlight in livelihood development is the utilization of the surface area of ​​the Dong Nai River for raising snakehead fish in cages. The model of Mr. Ngo Van Hai's family in residential group 4 is a typical example.

Mr. Hai is currently raising fish in 6 cages, covering an area of ​​200m², designed according to proper techniques and placed in clean water with a stable flow. A system of black pipes inside provides suitable shelter for the fish to grow.

With market prices ranging from 220,000 to 250,000 VND per kilogram, Mr. Hai's model is expected to generate hundreds of millions of VND in revenue, becoming a model example in the criteria for new rural economic development in the commune.

Alongside the development of aquaculture models, Cat Tien 2 commune continues to implement many solutions to enhance the value of agricultural production. The plan to support crop conversion in 2025 is being implemented synchronously, helping people invest in intensive farming, apply science and technology, and adapt to climate change.

Currently, the entire commune has over 68 hectares of land cultivated according to VietGAP standards and 7 designated growing areas with a total area of ​​246 hectares. In 2025 alone, the commune approved support for the conversion of 151.7 hectares of crops for 288 households with a budget of over 796 million VND. As a result, commodity production areas are becoming increasingly distinct, expanding opportunities to increase people's income.

The OCOP program has also made a strong impression, with the commune having 15 products achieving 3-star certification, many of which bring high economic value, such as Le Gia roasted salted cashews, Hang Thinh whole grain rice, and chocolate products from Ban Ca Cao Company. This is an important direction in the criteria for economic development and building local product brands.

Through the OCOP program, Cat Tien 2 commune has 15 products that have achieved 3-star or higher standards.

Thanks to concerted efforts, Cat Tien 2 commune has achieved an average annual income of 57.3 million VND in 2025; the multidimensional poverty rate of the commune will decrease to 0.38% by the end of 2025; and the poverty rate among ethnic minorities will be only 0.26%. Compared to 2024, the commune has reduced 11 poor households and 18 near-poor households – a result that accurately reflects the effectiveness of implementing the income criterion in building new rural areas.

To achieve this result, the People's Committee of Cat Tien 2 commune developed a specific poverty reduction plan for each household, thoroughly reviewing the extent of social service deficiencies to provide targeted and appropriate support solutions. 100% of poor households, near-poor households, and newly-escaped-from-poverty households in need received preferential loans. All poor laborers in need received support for vocational training, counseling, and job placement.

Along with state resources, the commune also mobilizes organizations and businesses in the area to support people with means of production and livelihoods, contributing to helping poor households improve their living conditions and achieve stability.

In particular, since 2023, many farmers in Cat Tien 2 commune have boldly invested in dairy farming, yielding high economic returns.

According to the Chairman of the People's Committee of Cat Tien 2 commune, Nguyen Hoang Lich, in order to effectively implement the criteria of the New Rural Development Program, Cat Tien 2 commune has reorganized the Steering Committee for National Target Programs according to Decision No. 61/QD-UBND. Communication work has also been reformed, aiming to raise awareness, strengthen the people's will to strive for self-improvement, criticize the mentality of waiting and relying on others, and create consensus throughout society.

With the results achieved so far, Cat Tien 2 commune continues to prioritize increasing people's income and improving their living standards in the next phase. The commune will expand effective livelihood models, promote production linkages along the value chain, accelerate the application of science and technology, develop OCOP products, and effectively implement social welfare policies.
