
Attending the meeting were leaders from relevant departments and agencies who are members of Task Force No. 3 of the Provincial People's Committee. This task force was established to address difficulties and obstacles facing wind power projects already invested in the province.

According to Nguyen Ba Ut, Director of the Department of Industry and Trade and Deputy Head of Task Force No. 3, Lam Dong currently has 49 renewable energy projects. Upon review, 12 wind power projects are facing difficulties.
Of these, 6 projects are included in the conclusions of the Government Inspectorate and are being resolved according to Resolution No. 233 dated December 10, 2024 of the Government. The main obstacles relate to the implementation of projects on land within the national mineral reserve area (titanium and bauxite).
Of these six wind power projects, four are currently operational: Thai Hoa Wind Power (90MW), Hong Phong Wind Power (40MW), Phu Lac Wind Power Phase 2 (25.2MW), and Dai Phong Wind Power (40MW). The remaining two projects, Hoa Thang 1.2 Wind Power (100MW) and Phong Dien 1 - Binh Thuan Wind Power Phase 2 (29.7MW), are in the final stages of construction.

In addition, six other projects have received investment approval and investor selection. These projects have encountered issues related to mineral resource planning (located on land designated as a titanium mineral reserve), overlapping with forestry planning, or difficulties in compensation and land clearance.

At the meeting, members of the Task Force specifically pointed out shortcomings in investment procedures and coordination mechanisms between departments, agencies, and localities. Members frankly highlighted limitations in clearly defining the responsibilities of each unit in supporting and resolving difficulties for investors.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep requested Task Force No. 3 to ensure the full participation of all members and to clearly assign tasks during the implementation process. He suggested rebuilding the detailed documentation system for each project to study and propose effective solutions to address the issues.
Comrade Vo Ngoc Hiep emphasized that the most important thing is to classify projects according to sector, progress, and level of obstacles, especially projects affected by mineral resource planning. Projects included in the conclusions of the Government Inspectorate must be provided with complete relevant documents to serve as a basis for handling.
For projects that have received investment approval and investor selection, the Vice Chairman of the Lam Dong Provincial People's Committee requested relevant departments and agencies to urgently review the process and guide investors in completing the necessary procedures to ensure progress and compliance with legal regulations.
