
Immediately after the issuance of Plan No. 272/KH-UBND (dated October 21, 2025) by the Provincial People's Committee on improving the quality of urban areas and residential zones, striving for Quang Ninh province to become a centrally-governed city before 2030, localities in the province promptly reviewed and implemented many projects with the highest enthusiasm and determination. To date, hundreds of projects of urgent importance for renovating and upgrading urban and residential infrastructure have been implemented. For example: Viet Hung Ward has started construction on 10 projects to renovate and upgrade urban and residential infrastructure, with a total investment of VND 153.84 billion, such as: Renovating and upgrading the technical infrastructure of the resettlement area in Ha Khau 7 and Ha Khau 8; renovating Le Van Huu road (phase 1) in Gieng Day 7 area (section from Ba Lan market to Cotto Company); Renovating and upgrading Ly Tu Trong Street in Gieng Day 1 neighborhood; renovating and upgrading Doi Can Street in Gieng Day 5 neighborhood...
From the end of November 2025 to the present, Yen Tu ward has commenced 12 projects and works aimed at improving the quality of existing urban and residential areas, with a total investment of 109 billion VND. The newest of these is the investment project to build the QH11 road (the section connecting Yen Trung road and Yen Tu road), 2.74 km long, with a total investment of 285 billion VND.
As a key tourist area of the province, Bai Chay ward has just commenced a group of 7 projects to renovate and upgrade urban infrastructure and residential areas in the area, totaling 119 billion VND, including: schools; road beautification; installation and replacement of public lighting systems with LED lights…
Ha Lam Ward has recently launched 13 projects with a total investment of over 180 billion VND. These projects are of significant importance, especially in addressing the long-standing flooding problem, improving the environment, ensuring traffic safety, creating recreational spaces, and allocating public land to serve the cultural and community needs of the people. This will create momentum to attract investment and promote the development of local commercial services.
Ms. Pham Thi Thanh (Ha Lam ward) excitedly said: "Never before have I seen such a vibrant and determined atmosphere in the province's localities regarding urban and residential area renovation and modernization. This is not simply about creating a new look for each village, hamlet, and neighborhood, and improving cultural facilities, but also has practical significance in improving the quality of life for the people. The people benefit, so everyone is enthusiastic and highly supportive of this initiative."

In the remote and rural areas of the province, numerous urban and residential area renovation and upgrading projects have also been simultaneously launched. Ba Chẽ commune currently has four key projects for beautification, renovation, and upgrading: the roads in the resettlement area of Hamlet 3A; the renovation, upgrading, and expansion of the internal village road in Sơn Hải; the renovation, upgrading, and expansion of the road leading to the Khe Cóc residential area; and the renovation, upgrading, and expansion of the internal village road in Lò Vôi.
Quang Ha commune is implementing 6 infrastructure improvement projects in residential areas, with a total investment of over 38.2 billion VND. Of these, 5 projects involve the renovation and upgrading of roads, drainage systems, flood control, and environmental protection; and 1 project involves the renovation of a sports field and community playground.
The people in the province are very enthusiastic, demonstrating a high spirit of voluntarily donating land, relocating fences and architectural structures... to facilitate the smooth implementation of projects. For example: Viet Hung ward has over 400 households donating land, relocating fences, and donating trees; Bai Chay ward has 69 households voluntarily donating land, relocating fences and architectural structures, valued at over 19 billion VND; Ha Lam ward has hundreds of households donating 5,200 m² of land, valued at over 70 billion VND…
The commencement of construction projects to renovate and upgrade existing urban infrastructure and residential areas demonstrates the efforts and determination of local authorities, with the ultimate goal being to improve the quality of life for the people. In 2025, the province plans to allocate approximately 2,300 billion VND from the budget to implement these projects comprehensively throughout the province. To ensure the projects are implemented on schedule and to the highest quality, local authorities have instructed relevant units to maintain good territorial management, direct related units to coordinate closely, and promptly resolve difficulties and obstacles during implementation. Emphasis is placed on environmental sanitation, minimizing the impact on the lives of people surrounding the projects; and strictly adhering to technical, aesthetic, occupational safety, and environmental hygiene requirements. Specialized departments and units in the localities regularly monitor, supervise, and ensure the progress and quality of the projects according to the design. To date, many projects and works have been completed, creating a new look and "vitality" in each residential area, village, and hamlet.
