Adhering closely to Decree 58/2022/ND-CP on the registration and management of activities of non-governmental organizations (NGOs) in Vietnam, over the past years, the Provincial Union of Friendship Organizations has coordinated with relevant departments and agencies to continue closely following and focusing on implementing the National Program for promoting and mobilizing aid from NGOs in the period 2019-2025, expanding relationships with reputable and potential NGO individuals and organizations to mobilize aid. By June 2025, Quang Ninh province had 22 NGOs with valid registration and operating licenses.

The involvement of non-governmental organizations (NGOs) is vividly demonstrated through many specific activities, from supporting medical equipment and technology transfer to capacity-building training programs for local human resources… The receipt and implementation of aid are always carried out according to procedures, ensuring transparency and alignment with the province's development orientation.
In the healthcare sector, many projects have contributed to improving professional capacity at the grassroots level, providing medical equipment, and promoting community intervention programs. Examples include: disease prevention and control programs, mental health care support projects, and programs for screening and treating infectious diseases…
Several sponsoring organizations have implemented models to support specialized examination and treatment, while also connecting research resources and professional training for local health workers ; such as: PATH/USA, which is carrying out health activities in Vietnam (including Quang Ninh province) with the project: Detection and characterization of emerging viruses causing zoonotic diseases; Tuberculosis Foundation KNCV (Netherlands), which is supporting AIDS, tuberculosis, and malaria prevention and control in Quang Ninh from 2024-2027; and APBA (Japan), which is supporting the provision of medical equipment, training to improve the professional capacity of ophthalmologists, and examination and treatment of eye diseases in Vietnam, including Quang Ninh…

In terms of education and training, support from non-governmental organizations (NGOs) focuses on improving teaching capacity, developing appropriate educational programs, and expanding access to quality education for children in disadvantaged areas. Collaborative projects between local authorities and international organizations have helped innovate teaching methods, improve school facilities, and provide scholarships, thereby contributing to the goal of equitable access to education.
Particularly in the field of environment and conservation, significant strategic support has been received, such as: the technical assistance project "Protecting Endangered Wildlife" from TRAFFIC (UK); and the WI (USA) organization's support for the conservation of natural resources, biodiversity, climate change adaptation, pollution reduction and environmental protection, socio-economic development support, and addressing social issues…
Waste management, biodiversity conservation, pollution control, and wildlife protection programs have been implemented, contributing to the protection of landscapes and natural resources and maintaining sustainable tourism value for the province.
The diverse forms of cooperation, ranging from grants and technology transfer to partnership programs, have enabled Quang Ninh to flexibly utilize resources in accordance with local needs. Partnerships between local authorities and non-governmental organizations (NGOs) also open opportunities for transferring experience, project management techniques, and social impact assessment methods. Training programs for officials involved in project advocacy, management, and monitoring have contributed to enhancing implementation capacity in the area, from project appraisal to community-based monitoring.
Through coordinated implementation, non-governmental organizations (NGOs) have been contributing to the sustainable development of Quang Ninh. In 2025, the province received three NGO aid grants in the fields of community tourism and healthcare, with a total value of US$341,712, equivalent to VND 7.61 billion.
