
The people of Thang village proactively develop their family economies , contributing to the commune's goal of sustainable poverty reduction.
Cao Duong Commune was recently established by merging the entire natural area and population of three communes: Thanh Son, Thanh Cao, and Cao Duong, with a total natural area of 113.373 km² and a population of 36,394 people. Over the past period, taking advantage of the attention and support from higher levels, the coordination of the Fatherland Front, political and social organizations, and the trust and unity of the people, the Commune People's Committee has led and directed the implementation of many key programs and breakthroughs, achieving comprehensive and effective results. During the period 2020-2025, the total value of production in the commune is expected to grow at an average annual rate of 14.91%. By 2025, state budget revenue is estimated to reach 100.5 billion VND.
In accordance with the Provincial People's Committee's plan for implementing the National Target Program for Sustainable Poverty Reduction, the Commune People's Committee has issued a plan to implement Sub-project 2, Project 6 on multidimensional poverty reduction communication. To raise awareness and responsibility among all levels, sectors, and society as a whole regarding poverty reduction, and to help people, especially poor and near-poor households, fully and promptly access poverty reduction policies and guidelines, gradually eliminate the mentality of dependence and reliance, and strive for self-improvement, the commune has implemented various forms of communication through the local public address system, organizing consultation meetings, and direct communication.
Simultaneously, organize training courses and professional development programs; workshops, seminars, and policy dialogues. Integrate poverty reduction content into community meetings and village meetings. Coordinate with associations and organizations to incorporate poverty reduction content into community activities. In addition, utilize social media and village/hamlet Zalo groups to share information about new policies, successful models, and effective practices.”

People in Cao Duong commune use machinery to assist in processing feed for livestock and poultry, thereby improving economic efficiency.
Ms. Tran Thi Can, head of the Sau Thuong residential area, shared: "The village has 226 households with over 1,000 inhabitants, of which the Muong people account for 98%. In 2025, the residential area promoted the spirit of solidarity, propagated and mobilized the people to actively participate in emulation movements and campaigns, especially the emulation of economic development and sustainable poverty reduction. The area, together with the Front Committee, has intensified information and propaganda on poverty reduction support policies so that people can understand, learn about, and access them, as well as awaken the spirit of self-reliance and self-sufficiency in economic development and striving to escape poverty. As a result, the average per capita income of the area is estimated at 75 million VND/year; the percentage of well-off and wealthy households accounts for 92%; there are only 2 poor households and 5 near-poor households..."
Furthermore, the effective development of community-based digital technology groups has helped people access information and use online public services and digital platforms easily. People have actively participated in models and projects supporting production development, providing technical guidance, knowledge, and experience in labor and production, and methods of support, proactively striving to overcome poverty without relying on state assistance. At the same time, they have accessed basic social services such as employment, vocational education , overseas employment under contract, healthcare, education, housing, clean water and sanitation, information, legal aid, social assistance, and gender equality.
In particular, the commune has intensified the dissemination of information and propaganda on sustainable poverty reduction directly through the team of Front Committee officials and socio-political organizations, to convey information about the multidimensional poverty standard, criteria for escaping poverty, and the risk of falling back into poverty.
Comrade Hoang Giang Nam - Head of the Culture and Social Affairs Department of the commune, said: "With its unique geographical location, concentrating over 84% of the population in ethnic minority groups, mainly the Muong and Dao people, the commune has diversified its methods of mobilization and propaganda, especially through influential figures in the ethnic communities, those who have a profound influence on the awareness and behavior of the community. Through them, policies and guidelines on poverty reduction are conveyed in a more accessible, understandable, and persuasive way. At the same time, it contributes to mobilizing people to change their mindset, apply new production models, and enhance their self-reliance, thereby creating a foundation for sustainable poverty reduction and socio-economic development in the locality."
In fact, through the implementation of communication work on poverty reduction, the majority of people in the commune have accessed useful information that they can apply in practice; contributing to the successful achievement of the commune's sustainable poverty reduction goals. During the period 2020-2025, the entire commune will have 226 households escaping poverty; the poverty rate will decrease from 5.2% (in 2020) to 2.15% (in 2025). The average per capita income in 2025 is estimated to reach 62 million VND.
In the coming period, the commune will continue to promote communication programs aimed at reaching individual households more effectively, strengthening direct outreach sessions combined with modern communication methods. Simultaneously, it will intensify efforts to support people in using telecommunication services and applying information technology, helping the poor, poor households, and near-poor households to be more proactive in accessing policies, seeking support, and learning from experiences and solutions for sustainable poverty alleviation, striving to achieve the goal of eliminating poverty by 2030.
