In 2025, with the newly restructured administrative apparatus taking shape, the province's GRDP is projected to increase by 10.52%, the size of the economy to exceed 412 trillion VND, attracting 1.51 billion USD in new investment, and public investment disbursement exceeding planned targets. These figures stem from very real changes: a more streamlined apparatus, clearer responsibilities, and more seamless coordination, with the spirit of "not waiting for the system to stabilize before working," but proactively engaging from day one.

Streamlining the organizational structure paves the way for growth.

Following the merger, the workload increased significantly, land and investment procedures required urgent processing, and many projects needed immediate solutions to bottlenecks. However, instead of slowing down to "stabilize the organization," the agencies simultaneously accelerated. Bui Quoc Hoan, Chairman of the Lien Son Commune People's Committee, shared: "There are many difficulties, but the coordination between the province and the commune is now clearer. Documents are sent and received within specific timeframes, so work doesn't pile up." This change in operational methods shows that the new apparatus is not only streamlined in structure but also more coherent in responsibilities and timelines.

Administrative reforms are moving forward in a way that people can feel: 98% of applications are processed on time; procedures for land, investment, and businesses have been shortened; and the digital system – from the Public Administrative Service Center to the one-stop service points at the commune level – operates stably. Ms. Dang Bich Dung from Viet Tri ward said: “Before, we had to go back and forth several times, but now the officials provide very clear guidance. People feel reassured.” These small signals, when combined, create a big change.

Viet Tri Ward - a central urban area - is undergoing rapid transformation with an increasingly synchronized and modern infrastructure system.

In the economic landscape, after only a short period of operating the two-tiered local government model, the province's GRDP increased by 10.52%, and the size of the economy reached VND 412.4 trillion – an increase of VND 55.5 trillion compared to 2024. The processing and manufacturing industry continued to be the main driving force: Computer and electronic equipment production reached 34 million products, an increase of nearly 75%; revenue from electronic components reached VND 314.5 trillion, an increase of over 38%. Trade and services recovered strongly, with total retail sales reaching VND 199.1 trillion, an increase of 15.2%.

State budget revenue reached VND 57,409 billion, exceeding the projected figure by 27.5% – a rare high increase in many years. Public investment disbursement reached 95%, with many inter-regional infrastructure projects, industrial parks, and urban areas being accelerated. The investment environment continued to improve with USD 1.51 billion in newly registered and increased FDI capital and over VND 260 trillion in DDI capital.

Speaking at the second session of the 19th Provincial People's Council, Vice Chairman of the Provincial People's Committee Phan Trong Tan emphasized the guiding principles for 2025: resolving bottlenecks; improving governance efficiency; creating a favorable environment for businesses to develop; and better serving the people.

That is also the most compelling explanation for the expanding growth trajectory.

Movement from life

If economic breakthroughs build confidence in new models, then in social life, change is evident in the most familiar things. A new school built in a disadvantaged area, a poor family lifted out of poverty thanks to a policy that meets their needs, a medical procedure with reduced waiting times... all contribute to creating a warmer 2025 in every home and every neighborhood.

Social security continues to be a solid foundation. By 2025, the province will create jobs for over 57,000 workers, including more than 3,000 who will work abroad under fixed-term contracts. The poverty rate will decrease to approximately 2.7% according to the multidimensional standard; more than 8,500 households will benefit from support policies on housing, livelihoods, and healthcare.

Education and healthcare have made significant progress, both in quality and service. The percentage of schools meeting national standards has increased to 84%, and many temporary and dilapidated classrooms have been eliminated. In the healthcare sector, the number of hospital beds has reached 43 per 10,000 people, the number of doctors is nearly 14 per 10,000 people, and health insurance covers more than 94% of the population.

In the socio-cultural field, traditional values ​​are better preserved thanks to 86% of residential areas meeting cultural standards, and well-organized festivals and tourism activities, contributing to increased income for the local community. A homestay owner in Thanh Thuy said: "The increase in tourists is due to the newly completed roads and the province's increased promotion. People in the tourist area also have more motivation to provide services."

Resource and environmental management has shifted towards clearer responsibilities and greater efficiency. The province has strengthened inspections and enforcement of violations related to minerals and land; many long-standing hotspots have been resolved definitively. The rate of urban household waste collection has reached over 95%, and in rural areas over 70%; waste and wastewater treatment projects have been accelerated. The movement to build new rural areas continues to spread, with a steady increase in the number of communes meeting new rural area standards and advanced new rural area standards; cultural institutions and infrastructure in rural areas have been improved. In addition, national defense and security have been maintained, and public order and security are basically stable; violations of the law have decreased in many areas; and the work of receiving citizens, engaging in dialogue, and resolving complaints has been carried out seriously.

At a time when the 19th Provincial People's Council is meeting, considering and discussing 25 important resolutions, the results of 2025 are not only a "foundation" for each new policy decision, but more importantly, they are a source of confidence that the new apparatus has the capacity to translate resolutions into action; each goal set can be measured by real changes in the lives of the people.

Phu Tho enters 2026 with a stronger foundation after overcoming challenges, with clear evidence of its governance capacity, and with the maturity to break through even further – fulfilling the expectations of voters and the people for a service-oriented administration and visible development day by day.
