The Lam Dong Department of Culture, Sports and Tourism has always considered administrative reform as one of its key political tasks that must be effectively implemented. Accordingly, the department's leadership has directed specialized departments to review and simplify administrative procedures and propose solutions to simplify cumbersome procedures that cause difficulties for citizens and businesses. Through this review, two administrative procedures in the fields of culture and tourism have been proposed for simplification, and a 20-30% reduction in processing time has been implemented for nine other procedures. Simultaneously, dedicated staff have been assigned to monitor, advise, and act as the focal point for controlling administrative procedures. Furthermore, civil servants have been assigned to work at the Provincial Public Administrative Service Center to receive applications and deliver results.

In nearly half a year since the implementation of the two-tiered local government system (from the beginning of July to the end of November 2025), the Department of Culture, Sports and Tourism has received 787 online applications. Currently, 768 applications have been processed, including 766 ahead of schedule and 2 on time, with the remaining applications still within the processing deadline, achieving a 100% success rate. Besides focusing on improving the quality of administrative procedures, the unit has also intensified its efforts to promote and encourage citizens and businesses to use online public services. This has fostered the habit of using online public services in handling administrative procedures, contributing to reducing the workload at the Reception and Results Delivery Department.

To improve efficiency in this area, the Provincial Industrial Parks Management Board has also implemented the "one-stop shop" system in Lam Dong province, facilitating administrative procedures for businesses. All applications are processed through the National Public Service Portal, implemented rigorously, ensuring legality, transparency, quick and convenient resolution, and timely delivery of results to organizations and individuals. Since the provincial merger, the unit has received and processed 84 administrative procedure applications, of which 70 have been processed ahead of schedule and 13 are still within the processing timeframe. Regarding one case of investment in Vietnam, where the processing was delayed (due to the delay falling under the purview of the Provincial People's Committee Office), the unit promptly apologized to the investor in accordance with regulations for the delay.

Over the past period, the Department of Industry and Trade has actively developed and implemented plans related to administrative reform and updated newly issued administrative procedures on the "one-stop" system to facilitate convenient and legally compliant application by the business community. To date, 294 provincial-level administrative procedures and 17 commune-level administrative procedures within the scope of the industry and trade sector's management functions have been published and updated and synchronized on the National Database and the province's Public Service Portal. This has contributed to the effective processing and reception of applications, as well as providing support for citizens and businesses when they need to resolve administrative procedures. However, in carrying out this work, Mr. Tran Vu Ngoan, Deputy Director of the Department of Industry and Trade, once signed an "Apology Letter" sent to a business in Xuan Huong ward, Da Lat, due to a delay of a few days. The reason was that the Provincial People's Committee Office was slow in transferring the results of the administrative procedure resolution to the Department of Industry and Trade compared to the stipulated deadline.

It can be said that, after the provincial merger, improving the quality of administrative procedures has always been a priority for departments and agencies, yielding noteworthy results. In particular, the simplification of administrative procedures has gradually met the needs and aspirations of citizens and businesses, contributing to reducing time and costs when dealing with administrative procedures. It is understood that the Provincial People's Committee will continue to direct provincial-level specialized agencies to proactively coordinate and propose reviews and assessments of administrative procedures with inadequate, inappropriate, or cumbersome regulations, in order to promptly resolve obstacles and create favorable conditions for organizations, individuals, and businesses when participating in administrative procedures.

To date, the entire province has provided 2,227 online administrative procedures (partially and fully) on the National Public Service Portal to facilitate citizens and businesses in submitting applications at any time, regardless of administrative boundaries. For administrative procedures that require direct submission regardless of administrative boundaries, the locality is also implementing them according to the roadmap outlined in the Government's Resolution on the program to reduce and simplify administrative procedures related to production and business activities in the 2025-2026 period...
