During the 2021-2025 term, the Ministry of Justice proactively and actively advised the Government and the National Assembly on proposing major and key policy directions in building and perfecting the socialist rule of law state, associated with lawmaking and judicial reform. Lawmaking has seen groundbreaking innovations, contributing to removing many institutional and legal bottlenecks and unlocking all resources for development. The Government has submitted to the National Assembly the largest volume of legislative tasks ever, with nearly 180 draft laws and resolutions.
The work of appraising policy dossiers and draft legal documents has been focused on improving quality. During the term, the Ministry of Justice and legal organizations of ministries, sectors, and localities appraised 5,311 draft legal documents; with 1,467 draft legal documents appraised in 2025 alone. Local judicial agencies appraised 4,719 draft legal documents, with 14,771 draft legal documents appraised in 2025 alone.
The work of disseminating and educating about the law is increasingly innovative, linked to digital transformation and modern policy communication. From 2021 to the present, ministries, sectors, and localities have organized over 2 million legal dissemination and education sessions for more than 200 million people…

At the conference, delegates from various locations discussed and presented their opinions, assessing the level of task completion, introducing new and effective models and approaches, as well as the difficulties, limitations, and causes in implementing tasks in 2025 and the 2021-2025 term. They also proposed solutions and directions for judicial work in 2026 and the 2026-2030 term.
The focus was on the following areas: the effectiveness of the new organizational structure model, the application of information technology, and digital transformation in civil enforcement; judicial administration; the development of legislation to serve the two-tiered local government model; the management of auxiliary judicial professions at the local level; and the dissemination and education of law to ethnic minorities and people in mountainous areas…
In his address to the conference, the Prime Minister commended, acknowledged, and highly appreciated the achievements of the Ministry of Justice and the entire judicial sector in the past period.

The comrade suggested that the Ministry and the judicial sector should continue to uphold their glorious 80-year tradition in fulfilling their duties, with "3 strategic orientations" and "6 key tasks". In particular, the Ministry and the judicial sector need to play a core role in advising on the strategic development and improvement of institutions; focus on improving the quality of law enforcement; and ensure close coordination between lawmaking and law enforcement. They should also promote comprehensive digital transformation, widely applying information technology, artificial intelligence, and big data in the judicial sector. Priority should be given to developing high-quality human resources in the judicial field.
At the same time, we will continue to closely follow and effectively implement the tasks and solutions in Resolution No. 66 dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era, and Resolution No. 27 dated November 9, 2022, of the Sixth Plenum of the Central Committee of the 13th Party Congress on continuing to build and perfect the socialist rule of law state of Vietnam in the new period.

The Ministry of Justice continues to closely coordinate with relevant ministries and agencies to advise the Government and the Prime Minister on legislative orientations and tasks during the 16th National Assembly term. It focuses on researching and perfecting the law-making process in line with the innovative thinking in lawmaking and the orientation towards improving the structure of Vietnam's legal system.
Continue researching and improving the institutional framework and effectively implementing legal regulations on civil and administrative enforcement. Accelerate the progress and completion of building and connecting specialized databases of the Ministry of Justice with the national population database and other databases. Strictly implement the streamlining of the organizational structure to ensure efficient and effective operation, coupled with building a team of qualified, capable, and skilled judicial officials to meet the requirements of the new era.
The comrade requested that ministers, heads of departments, and leaders of Party committees and governments at all levels continue their decisive leadership and direction, dedicating time, intellect, and maximizing resources to the work of drafting and implementing laws, coupled with inspection and supervision; and bear primary responsibility for the quality of policies and laws within their respective ministries and departments.
In Lang Son province, in 2025, judicial work was carried out effectively and according to plan. Notable achievements include: the Department of Justice appraising 180 draft legal documents of the People's Council and People's Committee submitted by departments and agencies (206.9% compared to the same period in 2024), and providing feedback on over 1,200 draft documents (157.3% compared to the same period in 2024). Legal dissemination and education work is increasingly in-depth and substantive; closely adhering to the requirements of real life; focusing on the grassroots level; and promoting the participation of the entire political system.
