Survey on the implementation of electronic copy certification from originals

Implementing Decision No. 2063/QD-UBND dated September 21, 2025 of the Provincial People's Committee on assigning the rate of implementation of electronic copy certification services from originals in 2025; Official Dispatch No. 2121/UBND-TTPVHCC dated September 25, 2025 of the Provincial People's Committee on proposing solutions to increase the rate of online submission of documents in the field of certification at the People's Committees at the commune level. In 02 days, October 14, 2025 and October 15, 2025, the Department of Justice organized a survey team including representatives of the Department of Justice's leaders, leaders and specialists of the Department of Justice's professional department, and technical staff of Lang Son Telecommunications to grasp the implementation of electronic copy certification from originals at the People's Committees of the communes and wards: Thai Binh, Dinh Lap, Na Duong, Loc Binh, Ky Lua, Tam Thanh, Dong Kinh, Luong Van Tri.

The Survey Team worked directly with the leaders of the Commune People's Committee in charge of certification work, and specialized civil servants directly handling administrative procedures in the field of certification at the headquarters of 08 units of the Commune and Ward People's Committees.

At the working session at the People's Committees of communes and wards, the Survey Team, in addition to grasping the situation of electronic certification implementation of units and the results achieved, directly answered and resolved a number of difficulties and problems in the process of implementing electronic certification in the locality such as propaganda work for people about the benefits of electronic certification, electronic certification operations, and techniques for processing electronic certification records on the provincial administrative procedure settlement system.

According to current regulations, electronically certified copies are digitally signed and stamped to ensure integrity, accuracy and can be used multiple times. Therefore, people and businesses will be allowed to use this copy to perform online public services provided in the electronic environment./.
