Lang Son bridge attended the workshop to identify "bottlenecks" in land, contributing to unlocking resources and promoting socio-economic development.

On the afternoon of September 22, 2025, the Central Council for Coordination of Law Dissemination and Education, the Ministry of Justice, the Ministry of Agriculture and Environment and a number of agencies jointly organized a Workshop on Identifying "bottlenecks" and proposing solutions related to the Land Law.

At the workshop, Deputy Minister of Justice Nguyen Thanh Ngoc said that the Land Law is one of the particularly important fields, directly affecting the legitimate rights and interests of the State, enterprises and people. Land is both a valuable resource and a means of production, and at the same time a great resource for the country's development, especially in the current period.

In recent times, the Party and the State have issued many important policies and orientations in perfecting the legal system in general, including the Land Law. The Land Law has been amended and supplemented many times, contributing to removing basic obstacles in the implementation process, gradually perfecting the land law system, and unlocking resources for development. In particular, the recently amended Land Law has had many innovations, creating a great impact on socio-economic development.

However, according to the Deputy Minister of Justice, through reviewing and synthesizing opinions from localities and from direct state management practices, it can be seen that although the Land Law has been improved, there are still many problems, bottlenecks and shortcomings. Many regulations have not really unlocked resources, especially in socio-economic development.

Recently, the Ministry of Justice and other ministries and branches, including the Ministry of Agriculture and Environment, have coordinated to review and synthesize many opinions and recommendations from associations, businesses, real estate organizations as well as from localities across the country. Currently, the Government has given initial instructions and reported to the Politburo for directions on amending the Land Law in the coming time.

At the workshop, representatives of ministries, branches, localities, experts, scientists, and business associations focused on speaking and discussing to identify bottlenecks in institutions and organization of land law enforcement; difficulties and obstacles in the process of accessing and using land. In particular, the focus was on clarifying bottlenecks and proposing many solutions to remove them for 5 main contents: planning, land use plans; land recovery, compensation, support, resettlement when the State recovers land; land allocation, land lease, permission to change land use purposes; land finance, land prices; on perfecting the national land information system, land database.

Also at the workshop, delegates discussed and proposed solutions related to the land sector such as: simplifying land recovery procedures; site clearance work; digitizing the construction of land databases; detailed and specific regulations on the implementation of land laws in the context of implementing the 2-level local government model...

In his concluding remarks at the workshop, the Deputy Minister of Justice highly appreciated the delegates' comments on institutional bottlenecks and land law enforcement. At the same time, he requested localities to continue to focus on research and comments sent to relevant ministries and branches for monitoring and synthesis. Based on the comments at the workshop, the Ministry of Justice will coordinate with relevant ministries and branches to synthesize and report to the Government and competent agencies for consideration to serve the process of amending and perfecting the Land Law, meeting the country's development requirements in the new period.
