In order to deploy technological solutions to serve people and businesses in a meaningful and effective manner and promote digital transformation in the application of population data, electronic identification and authentication, the Prime Minister has issued a Directive directing tasks to relevant ministries and branches. For the People's Committees of provinces and cities, the Prime Minister has directed as follows:
- For the "Digital Education for All" platform, localities need to actively promote and mobilize people, especially young people, students, and workers, to participate in learning, improve digital knowledge and skills, and traffic safety on the platform. In particular, 100% of students in the area participate in traffic safety and cyber safety courses through the "Digital Education for All" platform.
- For the 25 full-process online public services in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation, the Ministries of Public Security, Finance, Justice, and Industry and Trade shall ensure the maintenance and effective provision of the 25 full-process online public services assigned in Plan No. 02-KH/BCĐTW. From October 1, 2025, Public Administration Service Centers at all levels shall not collect paper documents for the 25 essential online public services that have been provided in full, and shall be replaced by data mining. The People's Committees of provinces and cities shall direct the arrangement of sufficient means, machinery, equipment, and human resources of cadres, civil servants, public employees, union members, and youth to guide and support people in need of implementation at the Public Administration Service Centers at all levels.
- Regarding the implementation of document integration on the VneID application, ministries, branches, People's Committees of provinces and cities shall preside over and coordinate with the Ministry of Public Security to urgently review, evaluate, restructure business processes, and reduce document components for 324 administrative procedures that have been integrated on VNeID to replace physical documents and 196 administrative procedures with data sources being exploited from ministries and branches to reduce and simplify administrative procedures.
Amend, supplement, issue or advise competent authorities to amend, supplement, and issue legal documents specifically regulating the issuance of 31 types of essential personal documents and 08 types of essential documents for organizations and enterprises via the VNeID application, only issue physical documents when requested by citizens, and eliminate fees related to the production, printing, and issuance of physical documents. Based on the list of proposals to integrate 578 types of documents onto VNeID by the Ministry of Public Security (including 188 for individuals and 390 for organizations), ministries, branches, and localities study integration plans and roadmaps, to be completed in November 2025. At the same time, thoroughly instruct and direct cadres, civil servants, and public employees to absolutely not request citizens to submit or present documents that have information integrated on the VNeID application or in connected and shared databases when performing administrative procedures; Organize propaganda so that individuals and organizations can proactively check, synchronize, and integrate documents under their management authority into VNeID accounts for use when making transactions. Coordinate with the Ministry of Public Security to deploy integrated solutions and share data on the results of handling electronic administrative procedures for organizations and individuals on the VNeID application.
To implement Directive No. 24/CT-TTg, the Department of Justice has proactively disseminated the contents of Directive No. 24/CT-TTg dated September 13, 2025 of the Prime Minister to civil servants, public employees, workers and people, focusing on disseminating the non-collection of paper documents for 25 essential public services that have been provided in full process and replaced by data mining, including administrative procedures under the jurisdiction of the judicial sector such as: Connecting administrative procedures on birth registration, permanent residence registration, granting health insurance cards for children under 6 years old; death registration, deletion of permanent residence registration, settlement of burial fees, death benefits, etc. have been provided in full process. To implement the above tasks, civil status registration agencies in the province need to ensure that they meet the conditions on information technology infrastructure, machinery, and human resources at the Public Administration Service Center; Instruct people to use electronic identification accounts to submit applications and receive results online; when processing applications, civil servants receiving and processing applications need to proactively look up data connected and shared between databases and the provincial-level administrative procedure settlement system./.
