Vietnam and Laos share experience in restructuring and organizing the apparatus.

On October 28, in Da Nang, the 12th Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party took place with the theme "Arranging and organizing the political system apparatus to meet new development requirements: Experiences of Vietnam and Laos."

This is an activity to implement the Agreement between the Communist Party of Vietnam and the Lao People's Revolutionary Party on cooperation in theoretical and practical research between the two Parties.

The delegation of the Communist Party of Vietnam is led by Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Council of Theory Nguyen Xuan Thang.

The delegation of the Lao People's Revolutionary Party was led by Comrade Kikeo Khaykhamphithoune, Politburo member and Deputy Prime Minister .

Attending the workshop were representatives of leaders of departments, ministries, branches, Da Nang City Party Committee, scientists, experts, scholars of Vietnam, Laos and diplomatic representative agencies of Laos in Vietnam.

Speaking at the opening session, representatives of the two parties' leaders emphasized that in the context of the rapidly evolving and complicated world and regional situation, the work of Party building and the political system is facing new requirements and tasks.

This requires both sides to make breakthroughs in organizational structure to ensure flexibility, effectiveness and efficiency in leadership and management; thereby successfully implementing the Resolution of the Party Congress of each country, while contributing to consolidating and further strengthening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

Comrade Nguyen Xuan Thang emphasized that the workshop is an opportunity for the two Parties to discuss theoretical and practical issues arising in the work of arranging and perfecting the organizational apparatus of the political system.

This is also an opportunity for scientists from the two countries to enhance mutual understanding, share information, viewpoints, research methods and lessons learned in the process of building and perfecting the organizational apparatus of each Party and each country, contributing to the successful implementation of the goals and tasks set forth by the two Parties.

He expressed his hope that the two sides would continue to regularly exchange and share experiences, conduct theoretical research and summarize practical experiences in the work of arranging and perfecting the political system, promoting innovation and sustainable development in each country.

Comrade Kikeo Khaykhamphithoune highly appreciated the significance of the two Parties choosing the theme "Arranging and organizing the apparatus of the political system to meet new development requirements: Experiences of Vietnam and Laos" for this year's Conference.

Comrade Kikeo Khaykhamphithoune congratulated Vietnam on the achievements it has made in recent times, especially the positive results of streamlining the central and local apparatus to help reduce the number of focal points, save the budget, improve operational efficiency, promote innovation, and eliminate old thinking.

Streamlining the apparatus helps increase the efficiency of State management and operations, create social trust and enhance service capacity, and be closer to the people.

He affirmed that the Lao People's Revolutionary Party is also gradually implementing reforms of the state apparatus and political system in the spirit of the Party's 11th National Congress Resolution, in order to meet domestic development requirements and the international integration process.

He also highlighted some achievements in the work of reorganizing and perfecting the apparatus associated with the innovation process; pointed out existing limitations, drew lessons and proposed some key tasks and solutions for the coming time.

During that process, the work of innovating and rearranging the political system's organizational structure towards streamlining, effectiveness and efficiency was strongly implemented by both sides, associated with comprehensive reform of the state administration.

This is a key task in the process of building a socialist rule-of-law state of the people, by the people and for the people.

The reorganization of the apparatus is not only aimed at reducing the number of units or streamlining the payroll, but also at comprehensively innovating the management thinking and operating methods of the political system, aiming at building a clean and strong apparatus that serves the people and meets the requirements of industrialization, modernization and international integration.

At the workshop, delegates from both sides presented many in-depth reports, focusing on analyzing theoretical and practical issues in the process of organizing the political system in each country.

Delegates shared some difficulties and problems in the process of implementing the work of arranging and perfecting the organizational apparatus, especially in terms of awareness, organizational thinking, implementation model, capacity of the enforcement staff, as well as the legal and institutional framework to ensure the innovation process.

The results of the Workshop have practical and profound significance both in theory and practice.

This is an opportunity for managers and scientists of the two countries to exchange and share experiences on theoretical and practical issues, contributing to further perfecting the guidelines and policies of each Party in the new period.

The two sides agreed that the 13th Theoretical Workshop between the two Parties will be held in the Lao People's Democratic Republic; the topic, location and time of the event will be discussed and agreed upon by the two sides in the coming time./.
