This afternoon (October 28th), in Ninh Binh , Deputy Prime Minister Le Thanh Long inspected the site and chaired a meeting on the progress of the investment project to build the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital.
According to Deputy Minister of Health Le Duc Luan, the project management board holds weekly Monday meetings at the construction site with contractors to promptly address any problems or difficulties.

For the Bach Mai Hospital Phase 2 project, contracts have been signed for the procurement of 82 pieces of equipment. Installation is expected to be completed before December 25, 2025 (many contractors have committed to delivering goods from November 15, 2025).
The contractors in the consortium will coordinate to conduct load testing and trial runs of each system section when conditions permit before connecting and testing the systems in a coordinated manner, and will also coordinate with suppliers to install medical equipment at the construction site. The expected completion date is November 30, 2025; the acceptance testing of the fire protection system is expected to be completed by December 20, 2025.

For the Viet Duc Hospital Phase 2 project, contract negotiations for the procurement of 83 pieces of equipment have been completed, and the contracts will be signed before October 30, 2025. Installation is expected to be completed before December 25, 2025.
Both the Bach Mai Hospital Phase 2 and Viet Duc Hospital Phase 2 projects will be completed before November 30, 2025, the Ministry of Health leadership affirmed.
According to the Director of Bach Mai Hospital, Dao Xuan Co, the most important factor is human resources, and the hospital has proactively conducted open recruitment. By October 24th, the hospital had recruited over 800 doctors and nurses; however, instead of transferring the newly recruited staff to Facility 2, they will be sent to Facility 1 for further training. Over 600 staff members from Facility 1 have volunteered to work at Facility 2 in Ninh Binh. "We guarantee that the quality of Facility 2 is equivalent to Facility 1," said Mr. Dao Xuan Co. The hospital hopes that Ninh Binh province will soon complete the construction of a dormitory for medical staff.
A representative from Viet Duc Hospital stated that, regarding human resources, the hospital has implemented a plan to train, recruit, and rotate high-quality staff from its first facility , "ensuring immediate availability when the second facility becomes operational."

According to the Ninh Binh Provincial People's Committee, the province has requested the contractor to work day and night to complete the project early, shortening the time by one-third compared to the plan, and to inaugurate the social housing complex with 600 units as soon as possible.
Minister of Health Dao Hong Lan stated that completing the construction phase and putting the hospital into operation is a massive undertaking. The Minister highly appreciated the efforts of the contractors and affirmed that the Ministry would direct the Project Management Board to promptly pay the contractors. The two hospitals need to develop a specific roadmap and plan for operating the second facility , outlining what needs to be done first and what needs to be done later.
Concluding the meeting, Deputy Prime Minister Le Thanh Long stated that the projects for the second facilities of Bach Mai and Viet Duc Hospitals are of great interest to the entire society, therefore, we need to make even greater efforts to complete them as soon as possible.

According to the Deputy Prime Minister, there are basically no major obstacles at present. The contractors' opinions at the meeting were all optimistic.
The Deputy Prime Minister noted several issues, regarding the acceptance of the fire protection contract package, emphasizing that the Ministry of Public Security needs to actively support the process to ensure its completion by the end of the construction phase.
Once the work is completed and approved, the Project Management Board will immediately pay the contractors. The landscaping around the hospital needs to be improved quickly and completed by November.
The Ministry of Health is focusing on reviewing and promptly providing feedback on the proposals from Bach Mai and Viet Duc Hospitals. A review of total costs against the initial investment is necessary. Any issues related to policy mechanisms should be addressed immediately.
Assessing the changing work environment, the Deputy Prime Minister urged contractors to continue their efforts so that the project would see further progress during the upcoming inspection in November.
