Bach Mai Hospital and Viet Duc Friendship Hospital's second facility inaugurated on December 19

On December 8, Deputy Prime Minister Le Thanh Long inspected and urged the construction of the Viet Duc Friendship Hospital's Facility 2 Investment Project and the Bach Mai Hospital's Facility 2 Investment Project in Ninh Binh province.

The working delegation included Minister of Health Dao Hong Lan, Deputy Minister of Health Le Duc Luan; leaders of Ninh Binh province; representatives of ministries, agencies, hospitals: Viet Duc Friendship, Bach Mai; representatives of the Project Management Board (investor) and representatives of contractors.

According to the report of the Ministry of Health, contractors have actively constructed and completed items such as: traffic roads, parking lots, grass cutting; interior installation, hall equipment, signboard installation; interior and exterior painting; iron railing painting; roof of the receiving hall; complete installation of indoor lighting system; fountain; complete air conditioning system...; complete and test run the medical gas supply system, RO system; deploy the reception and installation of medical equipment at Bach Mai 2 Project.

Currently, contractors are deploying the supply and installation of a number of equipment (CT, MRI, DSA, X-ray machines, Ultrasound knives for liver tumor surgery, hospital beds, digital angiography systems, etc.) out of a total of 82 medical equipment under the Bach Mai 2 Project and 83 medical equipment under the Viet Duc 2 Project. Medical equipment serving the testing activities of Bach Mai Hospital has also been installed and tested.

It is expected that by December 18, 2025, additional equipment such as CT scan system, specimen casting system, specimen transfer machine, real-time PCR machine, etc. will be completed and installed. The installation work will be basically completed before December 25, 2025.

For the medical equipment part, which is subject to open bidding, the Project Management Board is organizing bidding (the bidding results of 4/6 packages of the Bach Mai 2 Project have been announced; the Viet Duc 2 Project is expected to open bidding from December 11, 2025). It is expected that all equipment will be handed over at the construction site before March 31, 2026; the installation work will be completed, and all equipment will be put into use before April 30, 2026.

Regarding the Bach Mai 2 project, Deputy Minister of Health Le Duc Luan said that it is basically on schedule, ready for inauguration and partial use on December 19, 2025. Currently, the contractor is rushing to complete some remaining work. For the operating room system, the contractor is expected to complete the import and assembly of all operating room doors and control panels to the construction site before December 10, 2025 and immediately organize construction to complete the installation of doors and control panels for at least 2 operating rooms before December 19, 2025.

The Project Management Board actively urged contractors of the two projects to focus on increasing human resources, materials, and equipment to speed up construction progress, take measures to work overtime, work on holidays and days off, ensure the inauguration ceremony is held, and put the project into partial operation from December 19, 2025.

The two hospitals have developed detailed plans, prepared adequate human resources, and have plans to transfer equipment between the two facilities to be ready to receive and operate the hospital as soon as it is handed over.

On December 9, more than 300 new hospital beds will be installed at Bach Mai Hospital's second facility.

Bach Mai Hospital Director Dao Xuan Co said that the hospital assigned more than 600 staff from facility 1 to facility 2 with a specific list submitted to the Ministry of Health, with full specialties. The hospital has recruited 600 staff to send to Bach Mai facility 1 for training.

"The hospital has assigned a permanent deputy head of department to the second facility. There are a series of preferential policies for staff working at Bach Mai 2 such as salary increases, bonuses, and priority appointments. The hospital is ready to receive and put the second facility into operation" - Associate Professor, Dr. Dao Xuan Co said and informed that tomorrow (December 9), more than 325 new beds will arrive and be installed at the second facility and on December 13, two emergency operating rooms will be completed.

Hospital leaders also hope that Ninh Binh province will pay attention and create favorable conditions for the hospital to operate, especially in ensuring security and safety.

Vice Chairman of Ninh Binh Provincial People's Committee Ha Lan Anh said that the renovation and improvement of the infrastructure outside the two hospitals will be completed by December 15. The construction of social housing for staff and doctors of the two hospitals is being implemented, striving to complete in June-July 2026, with 650 apartments.

This event contributes to the general atmosphere of the inauguration and groundbreaking ceremony of large-scale and meaningful projects and works on the occasion of the 79th anniversary of the National Resistance Day and welcoming the 14th National Congress of the Party for the 2025-2030 term.

However, the Deputy Prime Minister noted that the inauguration of the new construction is only one step, there is still much work to be done, and progress must be accelerated, "not just stopping here and breathing a sigh of relief". It is necessary to continue to be highly determined and set more progress milestones.

The Deputy Prime Minister emphasized that each participant in the project must enhance their responsibility, especially the contractors for the construction of the second facility of Viet Duc Hospital when the workload is still large. The contractors must increase the number of workers.

The Deputy Prime Minister requested the Ministry of Public Security to continue to advise on plans, support, and guide the project's fire prevention and fighting plans to ensure operating conditions.

For the Ministry of Health, from now until the inauguration of the construction part, the Ministry's leaders must regularly follow the site to direct the work. The Project Management Board must speed up the review of documents and payment to contractors. Must work day and night to install and test the purchased equipment. Complete legal documents at the same time as the work already completed on the construction site.

The Deputy Prime Minister also noted that the Ministry of Health should closely coordinate with the Ministry of Construction to carefully prepare for the inauguration ceremony of the project's construction part on December 19.

For previously purchased equipment, the Ministry of Health will review and work with relevant units of the Ministry of Public Security to put it into use while the investigation is still ongoing.

The Deputy Prime Minister reminded Viet Duc Hospital to be more proactive to achieve clearer results.

The Deputy Prime Minister asked Ninh Binh province to focus on improving the landscape outside the project and support the two hospitals during the completion and operation process.
