In his opening remarks at the session, Chairman of the People's Council of Phuc Loc commune, To Van Sang, emphasized that, with the motto of innovation, quality, effectiveness, and efficiency, he requested that the commune's People's Council delegates, based on their functions, duties, and powers, promote a spirit of responsibility, democracy, and wisdom to discuss and contribute many insightful, high-quality, and responsible opinions, contributing to the success of the session.

Reports indicate that, building upon the achievements of the Standing Committee of the People's Council of the five former communes, immediately after its establishment, the People's Council of Phuc Loc commune focused on decisively directing the consolidation of its organizational structure; developing and promulgating working regulations, assigning tasks, and issuing resolutions on socio -economic development and important local tasks as a basis and prerequisite for the People's Council's activities to ensure quality, effectiveness, efficiency, and smooth operation.

Furthermore, the Standing Committee of the Commune People's Council has issued decisions, resolutions, and regulations on coordination with the Commune People's Committee and the Commune Fatherland Front Committee, ensuring consistency and effectiveness in operations. The Standing Committee of the People's Council, its committees, and the People's Council representatives have demonstrated a high sense of responsibility and proactively carried out their duties within their authority...

In implementing socio-economic development tasks, the commune has basically completed the key tasks for 2025, and is expected to complete 9 out of 11 planned targets. Specifically, state budget revenue in the area is estimated at 8.4 billion VND, reaching 91% of the city's assigned target; average income reached 82.5 million VND/person/year; the commune no longer has any poor households; and there are 188 near-poor households, accounting for 1.26%.

The commune's cultural and social activities have received significant investment and development; cultural, artistic, and sports movements have flourished; the percentage of households achieving the title of "Cultural Family" is 96.4%; the quality of education at all levels in the commune is maintained and reaches a high standard; healthcare and medical examination and treatment for the people are implemented effectively; social security policies are ensured; land management, transportation, irrigation, and environmental management are well-managed; political security and social order are basically stable, and national defense is maintained...

The commune People's Council also spent considerable time discussing and identifying shortcomings and limitations in the implementation of socio-economic development and national defense and security tasks in 2025; recommending that the commune pay attention to agricultural production, rural transportation, land management, environmental sanitation; and strengthening security and order in the area…
