On the afternoon of October 28th, in Hanoi, within the framework of Vietnam International Digital Week 2025, the Ministry of Science and Technology (MST) collaborated with the International Telecommunication Union (ITU) to organize the Forum "Innovation and Digital Transformation for Sustainable Development". The event brought together numerous international organizations, experts, managers, and domestic and foreign technology businesses to discuss innovation trends in the era of digital transformation.
In her opening remarks, Ms. Do Quynh Hoa, Deputy Director of the International Cooperation Department ( Ministry of Science and Technology ), emphasized: "We are living in an era where digital technology is not only changing production and business methods but also reshaping the entire society and economy. For developing countries like Vietnam, this is an opportunity for breakthroughs, but also a major challenge as we must overcome bottlenecks in policy, finance, technology, and human resources."

The forum aims at three key objectives: identifying and removing barriers to innovation in the digital transformation process; proposing solutions to create a favorable environment for innovation to thrive; and promoting cooperation among the government, businesses, research institutions, and international organizations to form concrete actionable partnerships.

Mr. Ashish Narayan, ITU Regional Coordinator for Asia and the Pacific , spoke at the forum.
In his welcoming remarks, Mr. Ashish Narayan, ITU Regional Coordinator for Asia-Pacific, highly appreciated Vietnam's efforts in promoting international cooperation and technological development for sustainable goals. Mr. Ashish Narayan stated that Vietnam is emerging as a bright spot in the region for digital transformation and innovation.
In his presentation "Overview of Global Innovation and Digital Transformation," Mr. Ashish Narayan analyzed prominent technology trends, emphasizing the role of GovStack standards in building comprehensive digital government. He also introduced the ITU-ASEAN Cooperation Framework on Digital Government, a key initiative to enhance digital capabilities and share experiences in the region.

From a business perspective, Mr. Dao Trong Trinh, Director of the Digital Infrastructure Center, Viettel Group, shared the key factors driving innovation in the digital transformation process, while also pointing out the "bottlenecks" that need to be addressed to create a favorable environment for innovation and sustainable development for Vietnamese technology businesses.

Dr. Chu Thuc Dat, Deputy Director of the Innovation Department, Ministry of Science and Technology, presented a paper at the Forum.
Representing the Ministry of Science and Technology, Dr. Chu Thuc Dat, Deputy Director of the Innovation Department, presented a paper on policies to promote the application of research and development in enterprises, emphasizing the importance of a flexible legal framework and financial mechanisms in encouraging innovation, especially the effective use of state budget resources for R&D activities.
A notable highlight of the Forum was the Innovation Café, chaired by Ms. Akanksha Sharma, Expert from the ITU Innovation Centre (India), in collaboration with Mr. Ashish Narayan. Here, delegates discussed four key areas: institutions, data, digital skills, and technology, sharing experiences and proposing solutions to address practical challenges in implementing innovation in developing countries.
In her closing remarks, Ms. Do Quynh Hoa, Deputy Director of the International Cooperation Department, emphasized that through the discussions, delegates had collectively identified "bottlenecks" in policy, finance, and technology; and shared pioneering technological solutions, fostering a "community of action" where the State, businesses, research institutes, and international partners work together towards the goal of sustainable development.
Ms. Do Quynh Hoa stated that in the coming period, the Ministry of Science and Technology will focus on three main directions: Promoting specific pilot projects such as AI and Blockchain applications, and developing digital platforms in priority areas; Creating a regulatory sandbox to allow testing of new technologies in a controlled environment; and Strengthening global resource connections, promoting cooperation between Vietnamese startups and businesses with international investment funds and experts.
