
The working delegation of the Ministry of Science and Technology worked with the Department of Science and Technology of Quang Ngai on the operation of two-level local government in the province.
According to the report of the Department of Science and Technology of Quang Ngai, the tasks in Plan 02 were seriously implemented, with focus and key points, ensuring progress and creating clear changes in management, operation, provision of public services and improving the digital capacity of cadres, civil servants and public employees in the province.
The Provincial People's Committee issued Decision No. 958/QD-UBND dated June 20, 2025 on adding electronic identification codes for agencies, units, and localities according to regulations. After merging Quang Ngai (old) and Kon Tum provinces, the Department of Science and Technology presided over the development, consultation, and completion of the list of new electronic identification codes for all administrative agencies, ready to operate the two-level local government model from July 1, 2025.
Along with that, the Provincial People's Committee has directed the review, announcement and publicization of the list of administrative procedures (AP) under the jurisdiction of departments, branches, sectors and localities. Up to now, the whole province has 108 agencies participating in using the electronic system (12 departments, branches and 96 commune-level People's Committees), with 2,184 APs digitized, of which 848 are full-process online public services and 1,336 are partial online public services. The integration, announcement and provision of online public services on the National Public Service Portal has helped people and businesses easily carry out administrative transactions anytime, anywhere.
Along with procedural reform, Quang Ngai has promoted investment and upgraded technical infrastructure. The province's Intelligent Operation Center (IOC) has been reviewed and effectively exploited to serve the direction and management of socio-economic development. Data security solutions, transmission channels and key equipment have been fully deployed, ensuring information security for the entire system when operating the two-level government.
A notable highlight was the Launching Ceremony of the "Digital Education for All" Movement held on July 28, 2025 at the Provincial People's Committee Hall and connected online to 96 commune, ward and special zone points. Here, FPT Group lecturers trained on the use of artificial intelligence (AI) for officials, civil servants and public employees in state agencies, contributing to spreading the spirit of lifelong learning and improving digital capacity for civil servants.
According to Report No. 5333/BC-VPCP dated June 14, 2025 of the Government Office, Quang Ngai is one of the first five localities to complete 100% integration of online public services on the National Public Service Portal with 2,127 online procedures. From June 15 to July 14, 2025, the whole province received more than 8,300 online records at the provincial level and more than 7,700 records at the commune level, reaching an average rate of over 70%.
The province has also completed the integration of digital signatures for public service, issued new and changed information of more than 5,200 digital certificates for organizations and individuals, ensuring that all administrative processes are digitized and digitally signed in accordance with regulations. The dedicated data transmission network has covered 100% of provincial and commune-level agencies; officials and civil servants are equipped with devices and software to connect and share data securely.
After the administrative boundary consolidation, the Department of Science and Technology has presided over the review and selection of 7 key information systems for unified use across the province, including: the official email system, the integrated data sharing platform (LGSP), document management and administration software, the administrative procedure settlement information system, the electronic information portal, the reporting information system and the video conferencing system. These systems ensure stable and synchronous operation, meeting the management and operation requirements of two-level local governments.
The management, arrangement and handling of public assets after administrative unit reorganization is strictly directed by the Provincial People's Committee, following the "6 clear" principle: clear people, clear work, clear time, clear responsibility, clear products, clear authority, to avoid loss and waste.

The delegation of the Ministry of Science and Technology conducted a field survey at the Public Administration Service Center of Quang Ngai province.
In addition, Quang Ngai strictly implemented the Prime Minister's direction in Official Dispatch No. 90/CD-TTg dated June 17, 2025 on reviewing and restructuring online public services, reducing and simplifying administrative procedures. The province proposed to eliminate 550 administrative procedures that have not generated records for three consecutive years, contributing to reducing social costs and improving service efficiency for the people.
Evaluating the implementation results of Plan 02, the Department of Science and Technology of Quang Ngai said: The province has completed most of the objectives of phase 1, ensuring a synchronous information system, public services, technical infrastructure and human resources. In the coming time, Quang Ngai will continue to perfect the shared data platform, expand the application of artificial intelligence and big data in state management, towards a real and effective digital government./.
