Vietnam strengthens international cooperation to develop high-quality digital human resources

On the morning of October 28, 2025, within the framework of Vietnam International Digital Week 2025, the Posts and Telecommunications Institute of Technology (PTIT) hosted the International Forum on Digital Human Resources Development, with the participation of representatives of the Ministry of Science and Technology (MOST), international organizations, leading technology corporations and many experts, lecturers and managers in the field of training and digital transformation.

The event took place enthusiastically with many in-depth discussion sessions, focusing on strategies to build high-quality digital human resources to meet the requirements of sustainable development of Vietnam in the digital age.

In his opening speech, Associate Professor Dr. Hoang Huu Hanh, Deputy Director of the National Digital Transformation Agency, Ministry of Science and Technology , emphasized: "Digital transformation is not only a technology story, but more importantly, a story about people, skills and digital thinking. In the National Digital Transformation Program to 2025, vision 2030, digital human resource development is identified as one of the three key pillars, alongside digital infrastructure and artificial intelligence."

Associate Professor, Dr. Hoang Huu Hanh, Deputy Director of the National Digital Transformation Agency, spoke at the ceremony.

According to Mr. Hoang Huu Hanh, investment in human resources is the decisive factor in the speed and success of the national digital transformation process. The Ministry of Science and Technology is playing a key role in building an innovation ecosystem, creating a favorable environment to nurture young technology talents, contributing to the formation of a strong digital workforce for the country.

As the host unit, the Academy of Posts and Telecommunications Technology continues to affirm its pioneering position in connecting training institutions, businesses, international organizations, promoting multi-dimensional cooperation in digital human resource development.

Speaking at the Forum, Associate Professor Dr. Tran Quang Anh, Deputy Director of PTIT, said that PTIT is proud of its mission of nurturing a generation of digital citizens and digital innovators who will lead Vietnam’s journey towards a knowledge-based economy and sustainable development. However, no organization can do this alone. The coordination between education, businesses and the government is the key to forming a strong digital human resource ecosystem.

Dr. Do Trung Anh - Director of the Center for Innovation and Entrepreneurship (PTIT) presented the Strategic Orientation for the development of Vietnam's digital human resources through international cooperation.

This year's forum attracted the participation of many international experts and representatives of major technology corporations.

Mr. Yong Tae Kim, Director of LetuinEdu Vietnam, introduced Vietnam's semiconductor human resource needs and Korea-Vietnam training cooperation.

Ms. Do Thi Thu Huong, Director of Government Relations of Vietnam (Intel) shared global case studies and applications in Vietnam in improving digital skills and empowering communities through artificial intelligence.

Mr. Tyler Shun, Education and Healthcare Solution Expert (Huawei Asia Pacific Region) introduced education technology solutions and smart platforms to support digital talent development.

In addition, Ms. Galina Salnikova, Coordinating and Youth Engagement Officer of the United Nations in Vietnam, together with Mr. Lourino Chemane and Mr. Coustantins Sotomarie from the National Institute of Information and Communications Technology of Mozambique (INTIC), shared experiences in international cooperation in digital human resource development.

This year’s forum also attracted the participation of representatives from Google, the US Embassy, ​​VINASA, and many research institutes, universities and businesses at home and abroad. The diverse participation of stakeholders created an atmosphere of lively and open dialogue, while opening up opportunities for multi-dimensional cooperation in the field of digital human resource training and development.

International speakers and technology business representatives attended the forum.

In the final discussion session with the theme "Global cooperation in developing digital human resources at university level", delegates agreed that Vietnam needs to strengthen the connection between academia - businesses - government, and at the same time innovate training programs towards linking with practice and new technology.
