Speaking at the Forum, Deputy Minister Bui The Duy emphasized: “Digital transformation and AI transformation are fundamentally changing the way we live, work and govern modern society. Building institutions for AI and digital technology is not only a management requirement, but also a foundation to ensure technology serves people and sustainable development.”
Vietnam is implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The Ministry of Science and Technology is currently presiding over the drafting of three fundamental laws: the Law on Artificial Intelligence, the Law on Digital Technology Industry and the Law on Digital Transformation with the aim of perfecting the legal framework, promoting the commercialization of research results and ensuring the application of technology in a transparent, safe and humane manner.

The Government has announced a list of 11 national strategic technologies and 35 strategic technology products, including key areas such as AI, semiconductors, quantum computing, big data, cybersecurity and 5G/6G, which will guide cooperation, investment and development of high-quality human resources in the coming time.
Regarding building a legal corridor for AI, Deputy Minister Bui The Duy highly appreciated the EU's pioneering role in building and implementing responsible technology policies, especially the EU AI Act.
The Deputy Minister said that Vietnam wants to work with the EU to promote policy dialogue, share experiences in law-making, and coordinate testing of ethical and humane AI governance models.
According to the Deputy Minister, this is not only technological cooperation, but also institutional cooperation, where both sides jointly create standards for a safe, trustworthy and human-centered digital world.
This cooperation also opens up potential for cooperation in areas such as research and development of quantum technology, building open data standards and digital infrastructure, promoting green and digital transformation in industry and energy, developing Vietnamese technology enterprises towards the European market, as well as linking innovation programs within the framework of Horizon Europe, thereby expanding innovation research cooperation with EU member countries and contributing more proactively to global initiatives on emerging technologies and ethical artificial intelligence.

Sharing at the Forum, EU Ambassador to Vietnam Julien Guerrier thanked the Vietnamese Ministry of Science and Technology for coordinating the organization of a series of events on science and technology, innovation, and digital transformation within the framework of Vietnam International Digital Week 2025.
The Ambassador said that this was the second time the EU attended the event but had participated in many of its activities, including the Ministerial Roundtable on AI Governance, the Vietnam-EU Digital Cooperation Forum and the EU-Vietnam Research & Innovation Day (to take place on October 28).
The Ambassador emphasized that Vietnam's ambition for strategic technological autonomy is similar to the EU's orientation in digital transformation, which is built on sovereignty, independence and trust. The Ambassador highly appreciated the progress in completing Vietnam's legal framework with the promulgation of many laws in various fields that have increased flexibility and created mechanisms to encourage scientists, innovators, startups and investors to commercialize applied research results, while encouraging high-quality investment, especially focusing on 11 national strategic technologies.
Sharing about the EU's AI development orientation, the Ambassador said that the EU pursues a transparent, democratic and responsible AI development model, considering cybersecurity and resilience as the foundation. The Ambassador also highly appreciated Vietnam's hosting of the signing ceremony of the United Nations Convention against Cybercrime, demonstrating a strong commitment to a safe, independent and human-centered digital future.
The EU will continue to coordinate with the Ministry of Science and Technology to organize key events such as the EU-Vietnam Research & Innovation Day and Horizon Europe programmes, expanding cooperation in the fields of AI, digital transformation and sustainable innovation, the Ambassador expressed.
