
Minister Nguyen Manh Hung delivered the opening speech at the Ministerial Roundtable on Artificial Intelligence Governance.
"Artificial intelligence must walk a narrow path between chaos and control, between freedom and fear," the minister said at the beginning of his speech.
According to the Minister, the task of managers is not to slow down innovation, but to "lead with intelligence and responsibility". The Minister likened this work to the delicate art of balancing many opposing elements: Global and local, cooperation and sovereignty , big tech and startups, technology and applications, use and mastery, creativity and control, open data and data that needs to be protected. "Only when it stays in this narrow corridor, artificial intelligence can truly serve humanity", the Minister emphasized.
Minister Nguyen Manh Hung also affirmed the dual role of the State and society in AI governance: the State must protect human values, while an open society will promote innovation and dialogue.
Sharing about Vietnam's AI development orientation, the Minister said that Vietnam determines sustainable AI development based on four main pillars: (i) Strong AI institutions; (ii) Modern AI infrastructure; (ii) High-quality AI talent, and (iv) Human-centered AI culture.
Vietnam is committed to developing AI based on the following principles: Human-centered, open, safe, sovereign, collaborative, inclusive and sustainable. In particular, the Minister emphasized the orientation of promoting the development of open-source AI, a strategic choice to encourage innovation, sharing and mutual development.
Explaining this orientation, Minister Nguyen Manh Hung said: "The open-source AI ecosystem not only enhances transparency, cooperation and innovation, but also empowers small countries and startups to develop and master advanced technology together." This is a strategic step, helping to promote long-term growth and spread knowledge and value internationally.

Concluding his speech, Minister Nguyen Manh Hung emphasized that the Ministerial Roundtable is not only a policy dialogue, but also a "forum of trust and cooperation" where countries come together to share and shape AI institutions for the region as well as the world.
