The T-Silk Paper Factory, specializing in the production of toilet paper, has a capacity of 18,000 tons of product per year and a total investment of 190 billion VND. In the first nine months of 2025, the factory produced 11,361 tons of finished paper, achieving 75% of its planned target. Sales volume reached 11,026 tons, generating total revenue exceeding 333 billion VND; the company contributed over 1.7 billion VND to the state budget. The Erex Biomass Pellet Plant is a state-of-the-art biomass fuel plant with a total investment of nearly 480 billion VND; its capacity is 150,000 tons of pellets per year and 150,000 tons of wood chips per year. In the first 10 months of 2025, the plant successfully completed trial operations, producing 29,000 tons of pellets for export to Japan and beginning to contribute to the national budget, providing stable employment for 100 local workers with an average income of 9-10 million VND per person per month.

After conducting an on-site inspection, Chairman of the Provincial People's Committee Phan Huy Ngoc highly appreciated Hong Phat Company's proactive approach in transforming its project from an inefficient tunnel kiln and non-fired brick factory into a paper mill, which has initially achieved economic efficiency. He also acknowledged that the Erex biomass plant, after receiving provincial attention and investment approval, has been quickly implemented and put into operation, initially generating production, contributing to provincial revenue, and creating jobs for local workers.

The Chairman of the Provincial People's Committee requested the two factories to continue coordinating with relevant departments, agencies, and Binh Thuan ward to complete the procedures related to investment, construction, and expansion of the paper mill and the adjustment of the land use plan for the biomass factory; and to continue stable and efficient production to ensure jobs and income for workers.

The Chairman of the Provincial People's Committee requested that factories prioritize ensuring the safety of workers and providing them with legitimate welfare benefits and rights. They should regularly inspect and assess the quality of wastewater and emissions released into the environment, linking production and business development with environmental protection, and preventing any negative impact on the lives of people in the surrounding areas. Relevant departments and agencies, based on their functions and responsibilities, should support and resolve difficulties, creating the most favorable conditions as quickly as possible for factories to operate stably and efficiently, contributing increasingly to the province's budget revenue and job creation, social welfare, and overall economic growth.
