Why is investment in the Song Ray 2 Reservoir necessary?

The Song Ray 2 Reservoir Project is expected to address the shortage of water for domestic use and production in the Ba Ria - Vung Tau area, while also ensuring water security in the context of increasingly severe climate change.

On December 12th, representatives from the Ba Ria - Vung Tau Regional and Agricultural Sector Transportation Project Management Board stated that the Ho Chi Minh City People's Committee had assigned the unit to incorporate and address feedback from relevant departments and agencies in order to expedite the completion of the pre-feasibility study report for the Song Ray 2 Reservoir Project.

Previously, the Project Management Board had submitted the pre-feasibility study report, as well as the funding source and capital balancing capacity for this key project, to the Department of Finance for appraisal.

According to the proposal, the Song Ray 2 Reservoir Project will require the acquisition of approximately 850 hectares of land, located downstream of the Song Ray River, in the communes of Xuan Son, Hoa Hoi, and Ho Tram, with a total investment of over 16,642 billion VND, of which compensation and land clearance costs account for approximately... 13.641 billion VND.

Statistics from the Project Management Board show that in the former Ba Ria - Vung Tau province, there are currently 30 reservoirs and 63 diversion dams, with a total usable capacity of nearly 280 million m³. However, the water supply for agricultural production only meets more than 21.75% of the total cultivated land area of ​​93,456 hectares.

In the former Xuyen Moc district alone, irrigation water supply from existing irrigation systems only covers approximately 1,914 hectares out of a total area of ​​33,472 hectares. The majority of the remaining area relies on groundwater and small, scattered ponds and lakes, indicating a significant lack of self-sufficiency in water resources.

Regarding domestic water supply, the area currently has 4 water treatment plants with a total actual capacity of nearly 17,823 m³/day. Meanwhile, according to the plan for 2030, the demand for domestic water supply needs to reach 51,000 m³/day, meaning an additional 33,177 m³/day is required, and this figure is expected to increase to 57,177 m³/day by 2050.

Multi-tasking objective: ensuring water security.

Given the above situation, investing in the construction of the Song Ray 2 Reservoir is identified as an urgent requirement. It is expected that the reservoir will prioritize supplying raw water for domestic use with a capacity of approximately 33,177 m³/day, while the remainder will be used for irrigation of 960 hectares of agricultural land, contributing to a proactive water supply for nearly 34,000 hectares of cultivated land currently experiencing water shortages.

According to the Project Management Board, the Song Ray 2 Reservoir offers comprehensive, multi-purpose benefits: providing sufficient and timely water to improve crop yields, preventing downstream flooding due to heavy rains, and supplying freshwater for domestic use and tourism services. In addition, the project improves the transportation system, creates jobs, contributes to improving people's lives, alleviates poverty, and simultaneously completes the regional economic structure and builds new rural areas.

In particular, in the context of increasingly complex climate change, the Song Ray 2 Reservoir is expected to be a strategic solution to ensure long-term water security for the Ba Ria - Vung Tau region, creating a foundation for sustainable tourism and socio-economic development.
