Require businesses to operate their exhaust gas treatment systems stably, ensuring compliance with environmental technical standards. Receive, monitor, and supervise automatic monitoring data on exhaust gas emissions from businesses, promptly detect, request corrective actions, and handle violations (if any).
The Department of Construction is intensifying inspections and supervision of construction sites in the area. At the same time, it requires investors to strictly implement measures to cover and clean vehicles before leaving the construction site; and to thoroughly collect mud and soil scattered on transportation routes used for building materials.
Consider suspending construction (if necessary) for projects that do not comply with environmental protection regulations, generate dust, or allow mud and soil to spread onto the road.
In coordination with the Provincial Police, strengthen inspections and strictly handle vehicles transporting materials and waste without proper covering, causing spillage, failing to meet circulation requirements, and causing environmental pollution.
The Department of Health, in coordination with local media and press agencies, continuously updates information on air quality and monitors the BN_AQI index on the VNAir application. They disseminate information and advise people, especially the elderly, children, and those with underlying respiratory conditions, to minimize outdoor activities, avoid exercising outdoors in the early morning and at night, and wear masks when going out to protect their health.
The Management Board of Industrial Parks in Bac Ninh province strictly manages the emission sources from production facilities within the province's industrial parks. It controls the stable operation of emission treatment systems, ensuring compliance with environmental technical standards before discharge into the environment. It strengthens the dissemination of information, training, and legal education on environmental protection and emission collection and treatment to businesses operating in industrial parks. It organizes inspections and takes action against facilities that have not invested in or installed emission treatment systems, or whose systems do not meet requirements; and those that have not installed automatic emission monitoring systems as required. It reviews and requires all operating facilities in industrial parks that generate emissions to obtain environmental permits as per regulations.
The People's Committees of communes and wards should strengthen their direction of street cleaning and implement solutions to reduce road dust. They should direct local environmental sanitation units and those managing infrastructure construction projects to immediately increase the frequency of street sweeping and dust removal. Specialized vehicles should be used to spray water on main traffic arteries and urban gateways. Water spraying and dust suppression should be prioritized during off-peak hours (night and early morning, before 6 AM daily) to ensure effective reduction of dust concentration before peak traffic hours and to avoid congestion.
Commune-level police will take the lead in coordinating inspections, patrols, and strictly handling illegal acts of burning garbage, agricultural by-products, and straw, especially in border areas and along transportation routes.
Strengthen the process of receiving and handling reports of violations; publicly disclose information on violating organizations and individuals through local media systems. Monitor activities involving burning processes in craft villages, especially recycling facilities in the area.
